Douglass County, Maryland, Is Born
Win/Win Feasible Solution to DC Voting Rights Now Exists
WASHINGTON, DC (September 21, 2016) - Douglass County, Maryland (DCM), is a new
501(c)(4) nonprofit organization that advocates for the retrocession or reunification of
Washington, D.C., into the State of Maryland. The District of Columbia would become the 24th
county in Maryland and be known as Douglass County after the abolitionist, city official, and
writer Frederick Douglass.
As part of Maryland, citizens of Douglass County would have the same rights as every other
U.S. citizen. These rights include representation long denied to District of Columbia residents,
including a member of Congress who can vote on the floor of the U.S. House of Representatives
and two U.S. senators. Moreover, as a jurisdiction in Maryland, Douglass County would truly
have home rule, including the ability to pass its own laws and its own budget. Finally, residents
would have full access to Maryland benefits such as a world-class state university system.
The District of Columbia and Maryland are two of the most socially vibrant, economically
strong, beautiful, culturally diverse, and historically significant jurisdictions in our nation. The
merger of state government functions would further increase the economic prosperity while
lowering the overall cost of government. For example, instead of the existing two large and
complex computer systems that manage Maryland’s Motor Vehicle Administration (MVA) and
DC’s Department of Motor Vehicles (DMV), the combined tax base would pay for one system
operated by the MVA. The same goes for hundreds of duplicative systems and functions across
state government.
“Douglass County, Maryland is the only politically feasible solution to the glaring human rights
issue that is the 2nd class citizenship of the residents of the District of Columbia. Douglass
County is a non-partisan win for Maryland, DC, and the Nation,” says David Krucoff the group’s
Executive Director and Founder.
As required by the U.S. Constitution, the federal government would retain control over a capital
area, which would include the National Mall and have no full-time residents.
