During	my	tenure	as	chairman	of	GEO,	one	of	my	goals	was	to	get	the	tax	credit	extended	
during	that	two	year	tenure.	Needless	to	say,	that	two	years	passed	by	and	that	goal	did	not	
happen.	As	I	continue	to	serve	on	the	GEO	board,	the	passion	to	still	succeed	is	stronger	than	
ever.		
		
I	believe	the	biggest	reason	for	not	accomplishing	that	goal	(yet),	was	the	lack	of	funding	at	
GEO.	As	you	know,	the	activities	in	DC	require	funding	beyond	what	the	geo	industry	has	
historically	had	available.		
		
Thanks	to	you,	we	now	have	that	funding.	Your	suggestions	to	NIBE	(our	parent	company)	
prompted	a	meeting	with	NIBE	management,	along	with	our	sister	companies	ClimateMaster	&	
WaterFurnace	in	Oklahoma	City,	that	championed	a	financial	path	in	our	efforts.	Without	that	
contribution	by	NIBE,	our	chances	of	extending	the	tax	credit	were	waning.	We	now	have	the	
financing	and	the	plan	to	make	every	effort	for	an	extension	this	fall!

and Mr. David Hatherton.
Bruno Thielmann has played a key role in many of the largest development projects in the Greater Vancouver Area as well as the provinces of
British Columbia and Alberta, with 40 years' experience in multi-family, commercial and industrial land developments. As Director of Land
Development at WesGroup Income Properties LP, Mr. Thielmann provided construction management and land development expertise for a
wide range of projects . Mr. Thielmann has worked with numerous First Nations groups throughout his career aiding their vision of economic
independence through run-of-river power projects, forestry, and aqua-culture. He currently serves as a Director for the Klahoose First Nation
Development Corporation and advises the Musqueam First Nation in the development of a 22-acre site for 1.25 million square feet of mixed
use residential projects.
David Hatherton has been a leader in the domestic and international geothermal, renewable, and energy efficiency industries for 25 years.

Coalition’s (CGC) Prizes for Excellence and Leadership at national conference
Montréal, November 30, 2006 – Dessau-Soprin’s award winning École du Tournant and David Hatherton,
CEO of NextEnergy Geothermal Solutions and considered by many as the pioneer of
the Canadian geoexchange industry, were recipients of the first annual Canadian GeoExchange
Coalition’s (CGC) Prizes for Excellence and Leadership at the CGC’s national industry conference.
“This first annual conference and the recognitions bestowed are milestones for our industry because for the first
time, stakeholders from coast to coast, representing all sectors of the industry gathered together to discuss and
debate policy and business issues that will shape the future of our industry for the years to come,” said CGC
executive director, Denis Tanguay. “The overall atmosphere during the event was extremely positive and the
high level discussions that took place clearly proved that industry leaders are interested in working with a

startup	of	Canadian	GeoExchange	CoaliBon.	I	recall	signing	the	incorporaBon	
documents	with	Bev	from	BC	Hydro	and	Roy	from	Canadian	Electricity	
AssociaBon.	Dennis	Tanguay	came	to	play	aGer	Roy	passed	away	abruptly.	
That’s	about	2+	years	aGer	we	first	started	working	with	NRCan.	I	was	not	ED	
then	though,	Conn	was.	I	was	Business	Development	Director.	And	was	
brought	in	the	early	meeBngs	with	NRCan	and	then	spent	3	years	working	on

This is a notice of intent to solicit a bid and negotiate with only
one firm. Suppliers, on or before the closing date indicated, may
identify their interest and demonstrate their capability of performing
the contract. Your written response must provide sufficient evidence
(ie specifications, technical data, drawings or any other proof) that
clearly demonstrates that your product or service is capable of
fulfilling this requirement. Supplier responses received as a result
of this notice on or before the closing date will be considered solely
for the purpose of deciding whether or not to conduct a competitive
procurement. The Crown reserves the right not to open this

REQUIREMENT:
Natural Resources Canada (NRCan) requires to create a functional
framework in Canada, for the accelerated take-up of ground source
heat pump systems heating and cooling technology for application in
the buildings sector. Programming and technical assistance is required
to mobilize, condition and transform the Canadian market for ground
source heat pump or earth energy systems technology. This will
include the provision of a package of services to assist Natural
Resources Canada in the development and implementation of a
dedicated marketing initiative for ground source heat pump or
GeoExchange systems in Canada and to assist in building a Canadian
Geothermal Energy Coalition in Canada by engaging the support of
Canadian utilities and professional bodies representing the drilling;
civil and mechanical engineering and contracting; hydrogeology and
environmental industries.
The GHPC is a non-profit organization with participation and support
from the United States Department of Energy, the United States
Environmental Protection Agency, United States electrical utilities
and their institutions, equipment manufacturers and their allies.
NRCan requires the knowledge and expertise of GHPC in re-creating for
the Canadian market, its success in providing a marketing momentum
for earth energy systems in the United States. GHPC has established a
public-private sector marketing consortium comprised of electrical
utilities, HVAC manufacturers and dealers; design engineers,
drillers; loop manufacturers and installers; the United States
Department of Energy and the Environmental Protection Agency, to
promote this technology in the United States (US). Since its
inception in 1994, sales of ground source heat pump systems in the US
have increased 20 per cent annually. It has developed a number of
initiatives to support marketing issues related to competitiveness of
this technology; building public confidence in the technology; and
strengthening the industry infrastructure.The capability to tackle
similar issues in Canada is germane to Natural Resources Canada's
(NRCan) requirements with respect to implementing a part of Canada's
renewable energy strategy. It is not economic to reproduce the
resources that are already available through the GHPC.
REASON FOR THE PROPOSED DIRECT AWARD:
As per NAFTA, Article 1016, limited tendering procedures can be used
where, for reasons connected with the protection of patents,
copyrights or other exclusive rights, or proprietary information or
where there is an absence of competition for technical reasons, the
goods and services can be supplied only by a particular supplier and
no reasonable alternative or substitute exists.
GHPC holds the intellectual property rights to the materials required
by NRCan in order to build a marketing momentum for ground source heat
pump systems in Canada. GHPC's intellectual property represents over
US$50 million worth of soft technology developed through funding from
the United States government and from the GeoExchange industry in the
United States.
NRCan requires access to GHPC's reserve of information and
technical resources in order to fulfil the needs of Canadians with
respect to this technology and to GHPC's links with professional
engineering and mechanical contracting networks; ground source heat
pump training networks and regulatory frameworks governing geothermal
energy systems design and installation practices, for which it holds
the GeoExchange service mark.

Needless to say, that two years passed by and that goal did not happen. As I continue to serve on the GEO board, the passion to still succeed is stronger than ever. I believe the biggest reason for not accomplishing that goal (yet), was the lack of funding at GEO. As you know, the activities in DC require funding beyond what the geo industry has historically had available. Thanks to you, we now have that funding. Your suggestions to NIBE (our parent company) prompted a meeting with NIBE management, along with our sister companies ClimateMaster & WaterFurnace in Oklahoma City, that championed a financial path in our efforts. Without that contribution by NIBE, our chances of extending the tax credit were waning. We now have the financing and the plan to make every effort for an extension this fall! The GHPC is a non-profit organization with participation and support from the United States Department of Energy, the United States Environmental Protection Agency, United States electrical utilities and their institutions, equipment manufacturers and their allies. NRCan requires the knowledge and expertise of GHPC in re-creating for the Canadian market, its success in providing a marketing momentum for earth energy systems in the United States. GHPC has established a public-private sector marketing consortium comprised of electrical utilities, HVAC manufacturers and dealers; design engineers, drillers; loop manufacturers and installers; the United States Department of Energy and the Environmental Protection Agency, to promote this technology in the United States (US). Since its inception in 1994, sales of ground source heat pump systems in the US have increased 20 per cent annually.
