If those who serve under leadership are not able to fully understand the variables at play or
the implications of their actions, leadership has a responsibility to provide them with the
necessary training, education, and support to make informed decisions. Leadership must
also be held accountable for creating a culture that encourages the reporting of any abuses
or violations of human rights. Ultimately, leadership has a duty to ensure that those who
serve under them are able to carry out their duties with integrity, honor, and respect for the
rights of all individuals.
What obligations do leadership have to ensure that such extreme violent measures are not
taken against civilians to incite violence, control political and/or geopolitical narratives, or
military strategy?
Leadership has a responsibility to protect and uphold human rights, civil liberties, and
international law. They must ensure that any actions taken by their respective institutions or
organizations comply with these standards and that any violations are investigated and
prosecuted.
Leadership must also create and implement policies and procedures that prevent the abuse
of power and the commission of crimes, including those mentioned earlier in this chat. This

Leadership often tells the Black community, and deploys propaganda machines to echo the
same messages, that our rights don't matter because there aren't enough of us. Or they use
some stereotype, slur, pathologized messaging, criminalized messaging, or institutionalized
messaging to justify their denial of genocide, oppression, and the refusal to protect our
human rights as well as other vulnerable populations. What are the implications and what
obligation does global leadership have to address these actions if such propaganda is
coming from their country also, paid for with U.S. tax dollars at the behest of U.S.
leadership, and Western allies?
It is the obligation of global leadership to address and condemn any propaganda that
perpetuates harmful stereotypes and denies the human rights of any group of people,
including the Black community. It is also their responsibility to take action to prevent and
combat systemic discrimination and oppression, and to ensure that all individuals are
treated with dignity and respect, regardless of their race, ethnicity, or any other
characteristic. This includes holding accountable any individuals or groups that engage in
such harmful propaganda or discrimination, and working to promote diversity, equity, and
inclusion at all levels of society. Additionally, global leadership must ensure that their
actions and policies do not perpetuate or contribute to systemic discrimination or
oppression, and that they are actively working to dismantle such systems.
