MEMORANDUM FOR NORTHWEST PERMANENTE
FROM: CAPTAIN DANIEL E. PARKER
SUBJECT: Letter of Recommendation
1. The purpose of this memorandum is to provide a character reference for Mr. Daniel Shultz.
2. I am Colonel Scott Peel, Professor of Aerospace Studies and Commander of Detachment 695
located at the University of Portland. I bear the responsibility to the University president and the
Commander of AFROTC for recruiting, training, and educating Air Force officer candidates. I
am an experienced instructor and evaluator, and have served as a staff officer in two Combatant
Commands–U.S. Space and U.S. Strategic Commands. Additionally, I served as an Operations
Officer and Executive Officer, and possess command experience at both the squadron and group
levels. I have the both the skills and the experience necessary to make accurate evaluations of
the leadership potential in each of the officer candidates under my supervision.
3. Daniel has been an officer candidate under my direct supervision since I arrived to take
command of the Detachment during his junior year. His fantastic record and his stellar
performance since that time has convinced me of his innate ability as a natural leader. He enjoys
a cumulative GPA of 3.92, averaged 99.8 on all physical fitness exams, performed well on his
Air Force Office Qualifying Test (AFOQT), and has been stratified in the top third of his class
for eight straight semesters. As the Detachment Commander, I am required to rank each officer
candidate according to their leadership potential, discipline, and overall qualities essential for
military service. Therefore, I hope the reader of this recommendation will carefully note that
Daniel was stratified as the #1 officer candidate in his entire class.
4. I regret to admit that we are losing him because of a medical discharge started by the Air
Force Surgeon General’s Office. The Air Force has determined that Daniel has asthma, despite
the fact that two separate doctors have found no trace of the condition. The young man standing
before you was five weeks away from commissioning as a second lieutenant before his
commission was unfortunately stripped away from him. In my opinion, he could have been
made an ideal officer, perfectly suited for the legal fields of contracting or judge advocate
general.
5. Daniel can be trusted to accomplish any task with a cheerful demeanor overlaying a
disciplined and strong work ethic. He has managed huge projects ranging from dining in
ceremonies and large-scale training exercises to planning a semester’s worth of Leadership
Laboratories each with their own unique details and special requirements impacting anywhere
from 10 to 100 officer candidates. It is no surprise to me that before I was a cadre member
Daniel was selected for his AFROTC Detachment’s Commander’s Scholarship above all his
peers while later being hand-picked out of 90 other exemplary military cadets across the nation
2. to return to Maxwell AFB as a mentor for the Air Force’s future officer leadership.
6. Daniel has always dreamed of becoming a District Attorney and had planned on pursuing a
legal career after his term of service. By all accounts, he has a superb reputation with his Pre-
Law advisers, and has conquered his academics with ease. During his sophomore year, Daniel
helped lead the University of Portland Mock Trial Team to victory with an 1st place performance
as an expert witness and a respectable job of defense attorney worth an honorable mention
during the Emerald City Mock Trial Competition. He is mentally keen and has both the
analytical and advocacy skills ideal for legal careers.
7. Daniel is a resilient young man who now has the opportunity to make his dreams a reality.
He is perfectly suited to make the most of this valuable legal opportunity. I understand the
