Course Summary
The primary role and responsibility of the On-Scene Commander
(OSC) is to co-ordinate and manage the response to an oil spill. The
OSC is responsible for the emergency response team, developing
and implementing a response organisation, co-ordinating the work
of other agencies involved in the response, deciding on the response
strategies and tactics to be used to clean up the spilled oil and co-or-
dinating the collection of information necessary to recover costs.
These and other demands which will be made on the OSC during the
incident shall be addressed throughout the course.
Who Should Attend?
• Staff responsible for tactical, logistic, safety or environmental
support
• Anyone with Incident Management responsibilities
• Those persons, who will be involved in the management of oil
spill response
• Persons having supervisory and training responsibilities and who
are likely to be in charge of coordinating and managing the spill
response activities.
• Shipping and Oil Industry personnel, Port Officials and Govern-
ment Authorities who form part of the emergency team.
• P&I Clubs and their Agents will find the course useful in the
conduct of their activities in a spill incident.
