Impact of COVID-19 on the financial situation of households in the EU
• Key findings:
• Getting by on income: Almost 1 in 4 (24%) households in the EU struggle to
manage their income. Tenant households are more affected by financial
difficulties than owner households.
• Housing arrears: Hit women harder than men.
• Electricity/gas/water arrears: In the EU, 13% of all households were in
arrears with electricity, gas or water bills in February/March 2021.
• Housing insecurity: 5% of all households in the EU report having to leave
their home in the next 3 months due to affordability problems. Housing
insecurity affects private tenants much harder than the rest.

EU HOUSING POLICIES FOR POST-COVID EUROPE
• European Parliament resolution of 21 January 2021 on access to decent and affordable
housing for all (2019/2187(INI)
• “Calls for Member States to ensure that exceptional measures to prevent homelessness
and protect homeless people during the COVID-19 crisis, in particular moratoria on
evictions and disconnections from the energy supply, and the provision of temporary
housing, are maintained as long as needed and followed up with adequate and permanent
solutions; calls on the Member States to support and promote the non-governmental and
charitable organisations providing health and social services to homeless people, and
helping to protect them from COVID-19”

European Pillar of Social Rights – Principle 19
• The European Union now has the mandate to
implement and respect social rights including the
right to access to social housing:
EUROPEAN PILLAR OF SOCIAL RIGHTS - PRINCIPLE
19 - Housing
• Access to social housing or housing assistance of
good quality shall be provided for those in need.
Vulnerable people have the right to appropriate
assistance and protection against forced eviction.
Adequate shelter and services shall be provided to
the homeless in order to promote their social
inclusion.

European Green Deal – Renovation Wave
• The Renovation Wave will be an important
milestone for the EU push towards a carbon
neutral Europe by 2050.
• All 27 EU Member States committed to
turning the EU into the first climate neutral
continent by 2050. To get there, they
pledged to reduce emissions by at least 55%
by 2030, compared to 1990 levels.
• Renovating our homes and buildings will save
energy, protect against extremes of heat or
cold and tackle energy poverty.

HOW WILL THE RENOVATION WAVE BE FUNDED?
• Resilience and Recovery Facility (through the resilience and recovery plans): It will provide
large-scale financial support to reforms and investments undertaken by Member States,
with the aim of mitigating the economic and social impact of the coronavirus pandemic
and of making EU economies more sustainable, resilient and better prepared for the
challenges posed by the green and digital transitions.
• Technical support instrument: The aim of the proposal is to provide the requesting
Member States with technical support to strengthen their institutional and administrative
capacity in designing and implementing reforms. In the context of the Recovery Plan, it will
support the preparation and implementation of recovery and resilience plans, reforms and
investments related to the green and digital transitions.

Can the pandemic trigger a renaissance of public services and a stronger role for the state?
• The COVID-19 pandemic has ensured that many cities and countries have recognised the
need for stronger protection against loss of housing
• They have introduced tough interventions into the market that were previously
unthinkable.
• All the examples show that intervention is possible when health is at stake and a deeper
social and economic crisis must be prevented.
• With 85 million people in the EU no longer able to afford housing, it is time for a
coordinated EU housing strategy that, through an intelligent combination of EU legal and
financial instruments, European, national and local sources of funding, can meet the urgent
need for affordable housing and is linked to a socially responsible wave of renovation.
• What is important is a clear commitment to affordable housing for all, not just a few.

Tenant households are more affected by financial difficulties than owner households. • Housing arrears: Hit women harder than men. • Electricity/gas/water arrears: In the EU, 13% of all households were in arrears with electricity, gas or water bills in February/March 2021. • Housing insecurity: 5% of all households in the EU report having to leave their home in the next 3 months due to affordability problems. Housing insecurity affects private tenants much harder than the rest. 21

EU HOUSING POLICIES FOR POST-COVID EUROPE • European Parliament resolution of 21 January 2021 on access to decent and affordable housing for all (2019/2187(INI) • “Calls for Member States to ensure that exceptional measures to prevent homelessness and protect homeless people during the COVID-19 crisis, in particular moratoria on evictions and disconnections from the energy supply, and the provision of temporary housing, are maintained as long as needed and followed up with adequate and permanent solutions; calls on the Member States to support and promote the non-governmental and charitable organisations providing health and social services to homeless people, and helping to protect them from COVID-19” https://www.europarl.europa.eu/doceo/document/TA-9-2021-0020_EN.html 22

European Pillar of Social Rights – Principle 19 • The European Union now has the mandate to implement and respect social rights including the right to access to social housing: EUROPEAN PILLAR OF SOCIAL RIGHTS - PRINCIPLE 19 - Housing • Access to social housing or housing assistance of good quality shall be provided for those in need. Vulnerable people have the right to appropriate assistance and protection against forced eviction. European Green Deal – Renovation Wave • The Renovation Wave will be an important milestone for the EU push towards a carbon neutral Europe by 2050. • All 27 EU Member States committed to turning the EU into the first climate neutral continent by 2050. HOW WILL THE RENOVATION WAVE BE FUNDED? • Resilience and Recovery Facility (through the resilience and recovery plans): It will provide large-scale financial support to reforms and investments undertaken by Member States, with the aim of mitigating the economic and social impact of the coronavirus pandemic and of making EU economies more sustainable, resilient and better prepared for the challenges posed by the green and digital transitions. • Technical support instrument: The aim of the proposal is to provide the requesting Member States with technical support to strengthen their institutional and administrative capacity in designing and implementing reforms. In the context of the Recovery Plan, it will support the preparation and implementation of recovery and resilience plans, reforms and investments related to the green and digital transitions. Can the pandemic trigger a renaissance of public services and a stronger role for the state? • The COVID-19 pandemic has ensured that many cities and countries have recognised the need for stronger protection against loss of housing • They have introduced tough interventions into the market that were previously unthinkable. • All the examples show that intervention is possible when health is at stake and a deeper social and economic crisis must be prevented. • With 85 million people in the EU no longer able to afford housing, it is time for a coordinated EU housing strategy that, through an intelligent combination of EU legal and financial instruments, European, national and local sources of funding, can meet the urgent need for affordable housing and is linked to a socially responsible wave of renovation. • What is important is a clear commitment to affordable housing for all, not just a few.
