DESCRIPTION OF PEACE CORPS VOLUNTEER SERVICE

After a competitive application process stressing applicant skills, adaptability and
cross- cultural understanding, Blaine Romon’ Winford was invited into Peace Corps
service in Ecuador. Winford entered training on 1/19/20 1 2 , participating in an
intensive program of community based training in Tumbaco which included
intensive instruction and field work in Spanish, cross- cultural studies, personal
health and safety, and the technical skills required in the Teaching English as a
Foreign Language (TEFL) Program.
During his/her service in Ecuador, he/she was assigned to Colegio Técnico Industrial
19 de Septiembre in Salcedo, Cotopaxi Province where he/she served as a
Secondary English Teacher/Tutor/Teacher Trainer .
PCV Blaine Winford assist e d English teach ers in their classroo m s with their
stud en t s , co- planning lesson s . One of the primary focus e s of the PCV was
to introduc e to teach er s commu nicativ e teachin g strate gi e s to encourag e
more stud en t participation, enhan c e the overall langua g e - learning
environm e n t , and less e n the comm unicativ e burden on teach er s. Starting
in Septe m b er, PCV Winford began working in an experim e n t al teachin g
format, in which he acted as a tutor and taught supplem e n t ary English
class e s to stud en t s who need e d extra help or wanted extra immersion in
English. During plannin g hours, the PCV provided training in
commu nicativ e teachin g method s to the teach er s of 19 de Septie m br e,
including how to teach forms without depen din g on mechanical drills to do
so. In addition, Winford provided TOEFL preparation workshop s local
teach ers (also from the neighb oring cities Latacun g a and Ambato) who
need e d to take the exam as part of a national evaluation of all English
teach ers in Ecuador. The first of such cours e s took place for two week s at
the end of July and the beginnin g of August. This cours e was held at my
host country agency and exten d e d into the school year for the English
teach ers of that school.
As a secon d ary project, PCV Winford began basketb all clinics with stud en t s
in the Colegio Nacional Salced o, beginnin g a relation s hip with the other
major school in Salced o. Winford also held TOEFL cours e s in nearby
Ambato, through a continu e d relation s hip with teach er s who participat e d
in the summ er workshop s from that city.
Pursuant to Section 5(f) of the Peace Corps Act 22 U.S.C. 2504(f), as amended, any
former Volunteer employed by the United States Government following his/her
Peace Corps Volunteer Service is entitled to have any period of satisfactory Peace
Corps service credited for purposes of retirement, seniority, reduction in force, leave
and other privileges based on length of Government service. That service shall not
be credited toward completion of the probationary or trial period of any service
requirement for career appointment.
2. This is to certify in accordance with Executive Order 11103 of April 10, 1963, that
Blaine Romon’Winford served as a Peace Corps Volunteer. His/Her service ended
on 11/20/2012.
