Eligible for Indian vendor defined at Paragraph 20 including
additional conditions at Paragraph 20(a) and Paragraph 20(b) of
Chapter I

3. ELIGIBILITY AND CATEGORISATION - MAKE – I
Categorisation
• Successful development by Development Agency(ies) (DA/DAs), would result in
subsequent procurement through the ‘Buy (Indian-IDDM)’ category of balance
quantity
• Minimum of 50% Indigenous Content. All projects above Rs 500 crores will have
mandatory audit of IC content
Incentives for MSMEs
• Projects with procurement not exceeding Rs 100 Cr/year based on delivery schedule
at the time of seeking AoN will be earmarked for MSMEs
• However, if at least two MSMEs do not express interest for a Make programme
earmarked for them, the same shall be opened up for all, under the condition that
interested MSME(s), if any at that stage and meeting the eligibility criteria, will get
preference over Non- MSMEs in selection of DAs
4. OTHER RELEVANT ASPECTS - MAKE – I
Foreclosure
Criteria
• Criteria for sponsor to seek foreclosure of the project in case of
deviance to stipulated timelines; and/ or if equipment under
development is overtaken by emergence of better technology (ies),
etc
• Exercised only with the approval of AoN according authority
• Incorporated in the Project Sanction Order
Pre-Contract
Integrity Pact
(PCIP)
• Applicable mutatis mutandis as per Chapter II of DAP 2020 to ‘Buy
(Indian - IDDM)' phase of 'Make’ projects
• Participating vendors may be asked to sign a Non-Disclosure
Agreement at the time of sharing the QRs/other sensitive
information for certain projects as deemed necessary
5. OTHER RELEVANT ASPECTS - MAKE – I
Funding
• Prototype development cost to be borne by the MoD based on the final
cost-share agreement with selected DA(s)
• Advance of 20% of the agreed share of the prototype development cost,
paid against a bank guarantee for MoD funded prototype development
to DA
• Balance payment on completion of the stipulated stages/milestones
Timelines
• Total = 106 weeks + Phase II (as defined in Detailed Project Report) +
Phase III (FET till Contract- as defined at Chapter – II, DAP 2020)
