Contract for EMIS Data Management
1. Background:
Since 2007 UNICEFMyanmar has beenengagedasapartnerwiththe MyanmarMinistryof Educationtodevelop
an EMIS systeminan efforttoincrease efficiencyandeffectivenessof school baseddatacollection,assimilation
and utilizationonstrategicprojections.In2011 UNICEF was taskedto revise the systemwhileintroducingmore
robust computerized functionality with data presentation. The tools selected at the time included Excel data
entry and database software for reporting. At the time the system was called TEMIS to reflect township level
engagementandutilization.Since 2011 there are now an accumulative 15townshipsthatare submittingdatato
the system.In2014, all schoolsfroman additional 6townshipsof Rakhine,Monand 5 othertownships willalso
start to collect data, which then need to be entered and cleaned for data presentation.
The current process entails data entry forms consisting of 21 pages broken into 11 sections. Every government
and registeredmonasticschool inthe 21 townships are requestedtocomplete the formsthensendthemtothe
TEO level.
The contractor will do the following Tasks:
A. Data entry at school level - Enter each school’ssubmissionintoExcel,therebyproducing1 file for each
school, (for 21 township data of academic year 2014/15)
B. Data entryof HRIS - Additionallytheywill entereachof the 21township’sHRISdata(web-basedsystem).
(for school year 2014/15)
C. Amalgamation of files - The preceding steps include amalgamation of all individual school files into an
SQL Database (software provided and task completed with data entry)
D. Clean data - existing TEMIS data from 10 townships in Mon State and 5 other townships collected in
2012/13 should be checked, verified and corrected to be imported into SQL without errors.
E. Software development–extendcurrentsoftware forcapabilityingeneratingadditional reports(15-~20
reports which method of calculation supported).
F. Report generation – Reports for all 21 townships are generated using above software developed.
G. Data summarization – produce tables, charts and graphs from report generation (focus on key data
needed for townships in planning)
2. Objectives of the consultancy: The expected outputs will include large scale data entry, amalgamation of
databases, report generation and select data summarization.The results will thenprovide direct support to
township, district, state and national level on education planning.
3. Duration : 2 March 2015 to 30 June 2015
4. Supervisor: Daw Khin Thin Phyu, DEPT and John Timothy Denny, UNICEF
Type of Supervision/supportrequiredfromDEPTand UNICEF: Periodicspotchecksondata entry,amalgamation
and summarization. Weekly/biweekly meetings with project team will be required.
