Two higher secondary schools were found to be operating without affiliation 
from Higher Secondary Education Board (HSEB) in Rautahat. 
Violating the Education Act, Bal Niketan Residential Secondary School and 
Moonlight Academy are operating plus-two classes illegally at Chandrapur. 
Bal Niketan was able to enroll students by falsely advertising that the 
school was licensed by HSEB to run plus two programs. The school is 
conducting Grade XI classes. 
Students said the school administration had assured that the school was 
licensed. Bal Niketan Secondary School’s Principal Dipak Regmi said that 
they had admitted students in the hope that the school would be getting 
affiliation soon as they had already deposited Rs. 8 lakh for the license at 
HSEB. 
Likewise, despite not having the license to operate, Moonlight Academy 
has been running Grade XI and XII classes. According to a source, the 
academy had arranged for its Grade XI students to take their board exam 
from Janajyoti Higher Secondary School. 
Udayraj Maske, principal of Moonlight Academy, insisted that imparting 
education honestly was the most important thing. “From which school our 
students sit for exam is our concern and should not be matter of headache 
for others,” Maske added. 
HSEB Regional Office Makawanpur Chief Anirudra Dhamala pledged to 
take action against schools that were operating illegally. He also urged 
parents and students to get enrollment only after understanding about the 
affiliation of the school.
