Two secondary schools in Rautahat, Nepal - Bal Niketan Residential Secondary School and Moonlight Academy - were found to be operating higher secondary classes without proper affiliation from the Higher Secondary Education Board, violating the Education Act. While Bal Niketan falsely advertised it had a license and enrolled students with assurances it would soon be approved, Moonlight Academy openly ran grade 11 and 12 classes without a license. The regional education board chief pledged action against the illegally operating schools.
