Design Phase
• The Department Head assigns a Designer to do Test fit and Client
Coordination for Conceptualization based on the clients needs and
requirements
• The Design team conducts site inspection to check for the site
condition or existing site provisions
• The Design and Planning Stage includes preparations of materials
(Always prepares 2 options)
• The Design team provides material board and specification for the
QS/Cost Engineer Reference

Bidding Phase
• The assigned Quantity Surveyor conducts take off estimate based on the test fit provided by
the designer

Considering this 3 during the Bid phase. We can ensure to have accurate Cost Estimate
• After the Bidding Phase is the Procurement Stage. Project Team established connections with
other vendors for fast transaction.
• Preparation of Baseline WBS and Baseline Schedule using Gantt Chart
• Bid Presentation with clients thru F2F or Online meeting with the presence of Dept. Head

• Project management practices includes, Preparation of Work schedule, Assessment of

• Designers and QS visits the site to conduct construction audit on site internally
Closeout Phase
• During this Phase we consolidate all the Documents, As-builts and any documents.
• Centralized documentation with physical and digital copy on site and the main office.

The CBIA involves the following general processes:
 Community Planning and Organizing
 Invitation through Public Notice to landowners/developers/contractors to submit proposals
 General Orientation of landowners/developers/contractors to the CBIA
 NHA Evaluation of eligibility of landowner/developers/contractors and preliminary approval of
proposals
 Presentation of preliminary evaluated proposals to CAs, CA endorsement of preferred
resettlement sites and developers to LIAC and/or appropriate body
 NHA Final Evaluation and Approval of Proposals
 Execution of Agreements
 Award of Contract to landowners/developers/contractors
 Development of the resettlement site including land development and housing construction
 Documentation of the acquisition of housing units and movement of families to the
resettlement site
 Project Monitoring, Reporting and Evaluation

Project Management in NATIONAL HOUSING AUTHORITY
The CBIA Process is a very promising scheme developed by the Authority to promote the
participation of the community and its beneficiaries in the design process of every project.
The CBIA scheme is made as a “Design and Build” Scheme, which allows developers to propose
their own design for every project, subject for evaluation by the Authority.
This concept emerged from the idea wherein for most of the years, the NHA have encountered
many dialogues, interactions, and even more so, complaints, from our beneficiaries as to their
housing project location, their housing design, and even the financing scheme.
One of the best practices done with this scheme is that this involves the community the design
process, and if followed properly, the financing scheme of this process is beneficial to the
community and to the government, allowing them to fully utilize their budget at lower risk. The
monitoring requirements of projects are also a good aspect of this scheme. Daily, weekly and
monthly monitoring report with logbooks are required from the technical team assigned to the
projects by this scheme. This will entail a more intensive monitoring and allow the management
to foresee problems that might arise during the contract period and possibly mitigate more
negative effects of them.

NATIONAL HOUSING AUTHORITY
Project Management in NATIONAL HOUSING AUTHORITY
 The law being used by different government agencies to procure and handle infrastructure
projects is the Republic Act No. 9184 or what we call the “Government Procurement Reform
Act”, which the details how to program, procure and finance infrastructure project handled by
the government.
 “Community Based Initiative Approach” or CBIA.
 The CBIA has four (4) key components:
 Selection and endorsement by project beneficiaries of their preferred project sites
 Development of project sites including the construction of housing units by the participating
landowner/developer/contractor.
 Acquisition of house and lot units through the existing financing scheme for beneficiaries,
 Participation of the project beneficiaries in the identified aspects of the relocation and
resettlement program as well as in project implementation.

 Project Integration Management - All infrastructure projects should be
included in Annual Investment Plan (AIP).
 Project Scope Management – Conduct pre-construction meetings
with recipients and other departments.
 Project Time Management – Provides PERT-CPM of respective
projects to monitor construction progress. Request for Catch-up Plan

LGU- GUMACA, QUEZON
Project Management in LGU – Gumaca, Quezon
 Project Cost Management - Preparation of plans, detailed
engineering design, specifications, estimates and surveys of the
projects with the consideration of locally available products/ materials
to maintain budget control and to avoid extra expenses.
 Project Quality Management – Regular ocular site inspection to
ensure plans and technical specifications are followed. Infrastructure
projects are audited by COA.
 Project Human Resource Management – Assigned technical staff that
have knowledge of respective project types and allowed them to
attend training and seminars for their professional growth.

 Project Communication Management – Regular report about the
updates on projects with the contractor, implementing office, and end
users. Implement proper safe keeping of records.
 Project Risk Management – All possible risk are being discussed
during pre-procurement meeting.
 Project Procurement Management - The procurement strictly adhere
to the provisions of R.A. 9184, its IRR, and GPPB guidelines.

The CBIA scheme is made as a “Design and Build” Scheme, which allows developers to propose their own design for every project, subject for evaluation by the Authority. This concept emerged from the idea wherein for most of the years, the NHA have encountered many dialogues, interactions, and even more so, complaints, from our beneficiaries as to their housing project location, their housing design, and even the financing scheme. One of the best practices done with this scheme is that this involves the community the design process, and if followed properly, the financing scheme of this process is beneficial to the community and to the government, allowing them to fully utilize their budget at lower risk. The monitoring requirements of projects are also a good aspect of this scheme. Daily, weekly and monthly monitoring report with logbooks are required from the technical team assigned to the projects by this scheme. This will entail a more intensive monitoring and allow the management to foresee problems that might arise during the contract period and possibly mitigate more negative effects of them.
