1. Application background

centers to meet the requirements. The new electricity metering center is constantly being built.
The management of electric energy meters is “independent” and the logistics costs are very high,
often causing customer complaints. The life cycle management of the metering device is
implemented, including procurement, warehousing, verification, distribution, and quality
monitoring. In order to achieve intensive management, the metering center attaches a unique
"barcode ID card" to each meter, from delivery, verification, inspection, seal sealing to delivery,
and use. Each link undergoes "scanning management". You can find the status of any meter at
any time.
The use of barcode technology for meter data collection has improved the ability to manage
electricity meters to a certain extent. However, this collection method requires the warehouse
staff to perform a separate scan on each meter that needs to be exported and stored, and the
barcode is scanned. The gun beam must be aligned with the bar code surface of the meter, and
the bar code surface must be kept clean and tidy, with low efficiency and low accuracy. At the

the direct retirement of the meter, adding to the cost of warehouse management. Every time a
warehouse manager scans a bar code data of a meter, he needs to upload it to the data center in
real time and perform data check. If the network is in a bad state, the work of going in and out of
storage will not be able to proceed normally or the work progress will be very slow.
Barcode technology has changed the way of management of assets in the power metering center.
However, with the development of the measurement center business and the urgent need for
improvement in management efficiency, the barcode technology has become increasingly limited,
and a more advanced data collection method has been constructed. It is of great significance to
improve the efficiency of warehouse management.
2. System Introduction
RFID is another technology that has caused changes in the field of automatic identification after
the barcode technology. The use of wireless electromagnetic waves to achieve the identification
of items, compared with the traditional barcode technology, RFID has a faster data
communication speed, the recognition distance is farther, the surface cleanliness of the labeling
items is not strict, the reading accuracy is higher; At the same time, its unique tag anti-collision
algorithm supports the simultaneous reading of large quantities of item information. It can read
up to several dozen asset tags per second, and the radio frequency can penetrate the plastic case
to read the data of the underlying asset tag. Information, greatly reduce the workload, improve
management efficiency and reduce operating costs.
Utilize RFID technology, learn from the whole life cycle and logistics management model to
conduct business process re-engineering, establish the dynamic and refined management of the
whole process of the electricity meter, and establish and support the information technology
support system to realize the electric meter from storage, on-site to end-of-life. Accurate and
efficient identification, the entire process of dynamic management of the meter logistics process
and fieldwork process to achieve the integration of product management and marketing

Established an e-meter asset management workflow based on RFID technology and modern
logistics technology, improved and optimized existing operating methods, gradually replaced the
existing way of barcode management equipment, introduced new management methods and

Through the introduction of radio frequency identification technology, the meter can be easily
identified from storage, on-site to end-of-life, solve the problem of the weak asset base of the
meter, difficult to collect data on the spot account, and provide users with a full range of asset
tracking management tools;
Strengthen the management and control of on-site operation and maintenance work, accurately
identify field devices through RFID technology, and inquire relevant equipment and user

3. Plan design
This system is an innovative project that integrates RFID automatic identification technology,
computer software and control technology, and network technology. Through the physical
binding of RFID tags and meters, and through the background data, the electronic tag
information is associated with the identity information of the metering assets. At each
subsequent node, RFID tag readers can access the electronic tag information to achieve the
measurement of asset identities. Recognition.
Established an RFID-based metering asset management application system, optimized existing
business processes realized a dynamic logistics management model, and realized the
implementation of electricity meters from delivery, storage, verification, and delivery to
distribution, installation, operation, maintenance, and retirement. Refined and dynamic

The competent authority assigns the designated meter serial number according to the sales
demand. The meter serial number is assigned by the administration to the electronic label
supplier. Vendors perform label printing and information writing according to codes. The printed
electronic label is affixed by the meter manufacturer on the production line. Electronic meters
with good electronic labels are distributed to the corresponding power supply bureau
warehouses. This entered the grid company's RFID warehouse management information system.
For electricity meters that need to go out and go into the warehouse, data can be collected and
exported through RFID devices.
When an electronic meter attached with an electronic tag passes through a scanning device, the
antenna performs two-way data exchange with the electronic tag in a microwave communication
manner, reads related information from the electronic tag (reads the same information as the
existing barcode content), and transmits the data Information is transmitted to the data center in
real time.
Code allocation
The coding of the electronic tag of the meter needs to be supervised by the higher authorities to
perform on-demand distribution. The supervisory department at the higher level sends the
coded electronic tag of the meter to the electronic label printing department. Started the first

meter production factory, which saves the circulation of electronic tags and reduces system
operating costs. The electronic label printing needs to be completed by a professional RFID
printer. At the same time, the electronic code is written into the electronic tag data storage area.
The electronic label surface can select fonts and icons as needed. In addition to the electronic
labels that need to be affixed to the meter, the grid company’s meter turnover box also needs to
be affixed with a box of electronic tags. This work needs to be performed by the grid company
itself. The electronic tag of the box is mainly responsible for binding the data information of the
meter, which facilitates the operation of the management system and provides operational
efficiency.
Electronic label paste
The electronic label paste work must be completed by the meter manufacturer. The electronic
label supplier sends the printed data to the corresponding meter manufacturer. The meter
manufacturer passes the electronic meter at the end of the meter production line. The electronic
label sticking work must ensure the correct pairing of the codes so as to avoid confusion in the
grid storage management. The electricity meter manufacturer transports the electric meter with
the electronic tag glued to the grid company's warehouse for storage and calibration.
Meter storage
The asset management class unpacks the electronic meter affixed to the electronic label by the
supplier and puts it into the turnover box. Through the RFID fixed reader installed on the
conveyor belt of the supplier, the entire meter information is automatically obtained in batches,
and the information is passed to the Warehousing management system, to achieve large-scale,
rapid inventory operation of measurement assets.
Electricity inventory
Meter inventory is mainly to view the number of meters and the meter code in the warehouse.
Meter inventory only needs to use an RFID handheld device to scan the meter box number to see
if the meter is in the library and the quantity is complete.
Meter out
According to the business acceptance and stock situation, through the same channel of RFID
readout equipment, it can simultaneously carry out the batch operation of the pallet-level
electricity meter assets, and collect the information of multiple working container labels and the
energy meter asset labels in the turnover box at one time. The outbound task list is automatically
checked. Provide outbound asset list display, and can print out the current inventory of assets;
compare verification of outbound assets. If there is an inconsistency between the outbound
device and outbound inventory information, the system will give an alarm and need warehouse
management. The staff checked and checked; after the equipment was successfully delivered,
the change status was changed to "pre-presidential".
In other aspects of storage, according to the number of assets to be operated, RFID handheld
devices and RFID fixed devices are used to perform other operations such as verification,
distribution, and other operations on assets, including corrective operations of electronic tag
data, check operations, and so on.

When installing on site, read the RFID tag on the device and confirm that the device information
is consistent with the information on the service worksheet before allowing installation. This
prevents human errors in the process of record and business process carry-over, and can also
download the service worksheet. In the handheld device, the installed device information is
directly filled into the service worksheet after the installation is completed to ensure the accuracy
of the data. After the device is installed, you can change the asset status through the handheld.
At the time of service change, the handset can record the change table and the index of the table
through the handset, and can easily transmit the information back to the marketing system. In
daily maintenance, staff read the past operation and maintenance information of metered assets
by reading the RFID tags first and add and update the latest maintenance information. For
equipment that has reached end-of-life disposal, the system will automatically remind staff to
dispose of it to complete the management of the entire lifecycle of the measurement asset.
4. System highlights
The system uses the latest international automatic identification technology—radio-frequency
identification (RFID), combined with multiple cross-domain integrated technologies such as
modern computers and automatic control. Utilizes the world-famous UHF RFID to utilize its
powerful multi-tag anti-collision algorithm. , High-speed information reading and processing

metering assets and information, intelligent management.
