7. ELECTION
 No specific qualifications are prescribed for being elected as the speaker.
 The constitution states that the Speaker must be a member of the House
 The House elects its presiding officer by a simple majority of members present, who vote in the House.
 Usually, a member belonging to the ruling party is elected Speaker.
 When the LA is dissolved, the Speaker remains in his office till the first meeting of the new assembly when
the new speaker is elected.

8.  Presiding Officer- conducts the House in an orderly manner and regulates the proceedings.

 Admits all the resolutions for discussion & decides on adjournment

9.  Accepts resignation of members
 All committees of LA are Constituted by him or the House & He appoints & directs Chairmen of these
committees

 Regulates admission to Gallery.
 Lays guidelines for recognition of Legislative Parties & their Leaders in the House.
 Exclusive Power to decide on the dis-qualification of a member –ground of defection.
 Arrest, imprisonment, sentence under a criminal charge or by a executive order, the fact must be
immediately reported to the Speaker.
 Cease to be a member of Assembly,
 Resigns if Removed by majority resolution 14 days Notice before passing resolution
