IMPORTANT NOTES:
Lunch will be provided on February 16th and 17th.
Attending all three days is NOT required. Participants may register for any combination of
the three days based on their interest. Attendance of only a partial day is not recommended
due to potential last minute changes to the schedule.
Emergency Management Officials attending the Summit Meeting on the 18th are asked to
bring a copy of their county’s Mass Care Plan and list of any relevant resources and assets.

Shelter Fundamentals is a basic level course offered by the American Red Cross that
introduces the guidelines and procedures for setting up, running and closing a shelter during a
disaster. Referencing shelter checklists, participants will work on a case study that takes them
through four of the six phases of the Sheltering Cycle: Opening, Organizing, Operating and
Closing.

A summary of the American Red Cross Shelter Management course will be presented,
including the key points of managing an emergency shelter.
NOTE: This is only an abbreviated version of the course. Credit will not be given by the
American Red Cross.
The Role of Public Health in Mass Care
Operations

The State of Georgia clearly defines the roles and responsibilities of specific agencies during
emergencies. Public Health (PH) agencies throughout Georgia have designated
responsibilities under both Emergency Support Function (ESF) 6—Mass Care, and ESF 8—
Medical Services. The focus of today’s topic is Mass Care when PH joins with other
designated agencies to provide medical assistance and care when persons medically injured
and/or those with chronic or acute medical needs require medical triage or find themselves
confined to shelters.

Preparedness & Response
Provide an overview of the Clayton Public Health District Shelter Transition Plan (STP). The
overview will describe Public Health’s Mass Care ESF 8 support role to sheltered medical
needs people. Provide an overview of the Clayton and Fulton Public Health District, Atlanta
International Airport Quarantine and Isolation SOG. The overview will describe the concept
of quarantine and isolation of all passengers in an aircraft at a designated shelter for up to four
weeks.

The presentation will discuss mitigation strategies for animal disaster and emergency response
missions. It will also discuss how federal agencies can assist local and state public health
departments with disaster and emergency response and recovery missions.
Georgia Responds: SERVGA and YOU! Day 2 12:15PM – 12:30PM

The Georgia Department of Public Health would like to present its volunteer programs: the
Medical Reserve Corps, Georgia Volunteer Health Care Program, and the State Emergency
Registry of Volunteers in Georgia. These programs are an integral part of the agency and assist
in expanding our resources to improve the quality of life and health of the residents of our
community. Participants of this workshop will learn the benefits of volunteering in Georgia as
well as how to become a part of Georgia’s Volunteer Programs.

This presentation will identify populations most vulnerable during disasters and will provide
an overview of the Georgia Functional and Access Needs Support Services Toolkit developed
by the Georgia Coalition for Emergency Preparedness for Individuals with Disabilities and
Older Adults.

This session discusses the need for and the components of implementing a reunification plan
for students, staff and parents during a crisis or emergency. This critical aspect of recovery is
vital in reuniting students with appropriate parent/guardian in a timely manner and
systematically accounting for all individuals.
An additional presentation on the American Red Cross Safe & Well system will be included.

Facility Information
Clayton County Regional Training Center is located at 7810 Highway 85, Riverdale,
GA 30274.
The Training Center and Training Grounds are located up the hill behind Fire
Station #11.
All participants and visitors to the facility are asked to dress appropriately.
Department uniforms, scrubs, and business casual dress are all acceptable.
A refrigerator is available in the building on a first come, first serve basis.
Weapons are prohibited in at the Training Center except for uniformed law
enforcement officers.
