REPRESENTATIVE ACCOMPLISHMENTS
Legal/Lobbying – As General Counsel for specialty finance companies, in-house counsel for financial
institutions, and a partner in a large law firm
• Developed the legal technology that spawned the secondary market in the purchase of “non-assignable”
payment streams from personal injury structured settlements, encompassing a multi-disciplinary approach that
included finance, consumer credit disclosure and contract documentation.
• Instrumental in structuring, documenting and closing the first rated securitization financing of “non-assignable”
payment streams.
• Spearheaded and negotiated a federal and state legislative “solution” to conflicts between secondary market
factoring companies and the insurance industry.
• Successfully lobbied proprosed legislation in the States which resulted in the passage of state transfer act
legislation regulating the secondary market in the financing of payments from structured settlements.
• Developed documentation and procedures, including consumer protections, as a model for the secondary market
factoring industry.
• Negotiated and consummated with various State Attorneys General agreements regarding consumer protections
in the specialty finance area.
• Developed and maintained favorable relationships with regulatory agencies for financial institution and
financial service providers clients.
Operations – As Head of Operations in specialty finance company
• Managed the operations (including contract processing, underwriting, and collections) of a specialty finance
company. Responsible for the consummation and funding of transactions. Met projected revenue goals.
• Revised underwriting guidelines and revamped search criteria (UCC, judgment, and lien searches).
• Managed the broker sales division of a specialty finance company. Responsible for broker relations including
negotiating commissions and quality control of documentation.
• Managed advertising and transaction processing costs.
Outside Counsel Management and Legal Department Budgets – managed various outside counsel, their fees, and
prepared and met budgetary goals.
