- Citizen of Pakistan
- Having Nationality of AJK
- Completed prescribed
training
- Attained 21 years of age
- Qualified the prescribed
Exam for lisence
- Paid Enrolment Fee and
Fulfilled other conditions

3. Disqualifications
- Dismissed or removed
from Govt. service on
the basis of misconduct
or moral turpitude
- Convicted for an
offence of moral
turpitude by a Court
- Declared as a tout
