1. e-Auction
An e-auction is a means of carrying out leasing negotiations via the Internet.
It is a real time event that occurs online, allowing multiple leassees in different
geographic regions to place and modify bids simultaneously
The Coimbatore City Municipal Corporation introduced online auctioning of
some public utilities such as parking lots, public toilets and markets etc., to lessees in
order to ensure total transparency in the system of leasing out these areas.
Coimbatore Corporation is the first civic body to introduce this system. The
Software for the e-Auction has been developed by department of Information
Technology,KGiSL Institute of Technology.
Lessees who participate in the e-Auction have been given a user name and
password after registration for items specified by them. In the beginning lessees will
also be permitted to submit the hard copy of bids and solvency details and demand
draft for bid amount till they familiarize themselves with the online system to make
the user activated. At later stage the Corporation may extend the online payment
facility also, which will obviate the need to submit physically a demand draft. The
lessees should enter into the Corporation website by selecting e-Auction link to
participate in the bidding. The highest bidder is identified by comparing highest bid
of sealed tender and open auction as soon as the online bidding closes. Existing
Lessees have been given prior training in accessing the site to participate in
e-Auction through online at Tamil Nadu institute of Urban Studies (TNIUS).
Seventy one members have been registered to participate in this e-Auctioning
for 33 different items like parking lots, public toilets and markets etc., The online
bidding will be conducted on 24.03.2010 and 25.03.2010 for the year 2010-2011. The
members can bid online from anywhere in the geographic location. This system is
an efficient, open and a transparent system. e-Auctioning provides benefits to both
Corporation and Lessees.
