2. Workshop on "Integrating Energy Efficiency in the Egyptian Economy"
On 4 and 5 May 2011, RCREEE and MED-ENEC EU project in collaboration with the Egyptian
Energy Efficiency Unit affiliated to the Egyptian Cabinet, the League of Arab States and the JCEE,
a workshop titled "Invitation to a constructive dialogue on integrating of energy efficiency in the
Egyptian economy, "in El-Ain Sukhna, Red Sea coast. The event gathered high level experts and
officials in various concerned sectors (industry, electricity, petroleum, environment, housing,
tourism, local development and universities) together with experts from regional and
international organizations (EU, World Bank, ESCWA, and UNDP).
Participants emphasized that the work to improve energy efficiency and conservation measures,
is one of the most important issues to be adopted, considering its contribution to energy
security in Egypt, in addition to providing investment and economic benefits; directly and
indirectly, which would lead to improving competitiveness in productive sectors and improve
the economic, social and environmental situation at the different levels of the citizens, sectors
and the nation.
Participants also agreed on the need to work on multiple tracks, with priority to building the
institutional framework that contributes to activating and accelerating the relevant programs at
all levels and sectors, and to increase their returns, while insuring the decentralization of
implementation and integration of strategies, policies and future plans. Participants suggested
an institutional framework for a transitional period based on giving the Supreme Council of
Energy the key role in planning and coordination with dedicated units within each sector that
produce or consume energy. The sector’s units should establish plans and sector targets as an
integral part of the comprehensive national plan. An urgent immediate plan gathering the
efforts on the sectors was called for by participants. This plan would synergize the ongoing as
well as new high priority activities. It is expected that such process would develop into an
independent entity in a timely manner so as to guarantee access to resources and planning
tools, enabling shaping national goals and reaching the desired effect.
An essential part of the vision is to prepare and implement a clear system of indicators for
energy use in each sector and to collect data serving as a tool to follow up the success of various
activities in each sector and its contribution in building the national economy.
The participants welcomed the Arab and regional cooperation programs in the field, as well as
the efforts of civil society aiming at stimulating the public, spreading awareness and knowledge,
together with supporting and monitoring the activities progress and the integration among
various actors in the field of energy efficiency in Egypt.
