1. Purpose. To provide guidance on the proper and efficient routing
procedures of Special Request Chits.
2. Cancellation. NAVCRUITDISTNASHINST 1306.1
3. Action. It is the inherent responsibility of each Department Head
to ensure that the specific requests of Sailors or Officers assigned
to their departments be considered and forwarded up the chain of
command in an efficient manner. The following responsibilities are
outlined as follows:
a. Individual Sailor/Officer. Shall complete an electronic copy
of the Special Request Chit (E-Chit) and forward through Electronic
mail to the next person in route for approval. It is the
responsibility of the chain of command to ensure all supporting
documentation or eligibility requirements are satisfied before
reaching the final approver. In the event a member cannot access the
E-Chit, a paper chit may be routed for signature with enclosure (2)
affixed to the routing folder.
b. Department Head. Shall ensure that individual Special Request
chits for personnel assigned to their department follows the above
guidelines prior to being routed to the Executive Offices for
signature. Additionally, the Department Head will ensure the
appropriate blocks of enclosure (2) are initialed and dated for record
purposes.
c. In all cases, special request chits shall reach the final
approver and be returned to the requester NLT five working days after
submittal.

Special Request Routing Matrix
Duration of routing from submission to approval/disapproval should not exceed five
working days.
The Commanding Officer has final approval/disapproval authority on requests recommending
disapproval.
The number to the right of the Type of Request block identifies the order that the
Special Request moves up the chain of command.
