   Separate Health Structures with strong central
    management dedicated to the planning,
    management & implementation of selected
    interventions
 Advantages
       Clear objectives & targets motivate staff
       Operational planning is focused & easy to deliver
       Efficient & effective delivery
       Better ability to monitor restricted output

       No capacity to accommodate extra work in disasters
