It is split up into a number of chapters. Chapters
1 through 5 describe the organisation and the
current situation of the BliksemSchicht company.

2. BliksemSchicht’s operations
2.1 Installation work
An installation contract is always preceded by a tender. A foreman assesses the situation,
photographs the existing situation, determines where the lightning conductors should be placed,
calculates the work and the number of required hours, and creates a tender. When the contract is
awarded, an installation team is created and the work starts. Fitters generally work on contracts in
fixed teams and maintain regular contact with the regional office. Foremen monitor the execution
of projects. Installation projects are executed nearly always on the basis of fixed price, i.e. an
amount agreed in advance.
2.2 Inspections
Inspection contracts are of an entirely different nature. The government requires regular
inspection of lightning conductors as well as the presence of certificates demonstrating that
regular inspections have been performed. An inspection contract is generally accepted and
executed without a tender. Inspectors work alone from their home address. An inspector verifies
the presence of lightning conductors in dangerous locations, checks connections, and verifies that
these are mounted correctly in the right location. He checks for damage, makes photos of the
situation if necessary, and compiles an inspection report incorporating the photos. When an
installation is approved, a certificate is printed and transmitted together with the report. A
certificate has a validity of 2 years following its issue. After 2 years, another inspection is
required to obtain a new certificate. If any shortcomings exist, these are specified in the report
and no certificate is delivered. A draft order is then sent to the customer, who must take the
initiative for repairs. This is done by signing the order and returning it to BliksemSchicht, or
awarding the contract to another company. Inspection contracts are executed on the basis of
actual costs, i.e. an amount depending on the actual worked hours.
2.3 Steps in the primary business processes
After the merger of the various independent installers, the company focused primarily on aligning
the business processes.
2.3.1 New installations:
1. A tender request for a new installation or expansion of an existing installation is
generally received by the head office, and is forwarded to the branch manager of the
branch office that will be responsible for execution. This is always the branch office in
the area in which the customer’s building is located.
2. The branch manager appoints a foreman, who assesses and discusses the situation and
creates a tender.
3. When the contract is awarded, the foreman creates a CAD drawing of the new
installation and appoints a team to execute the contract in consultation with the branch
office manager.
4. Simultaneously, a materials list is sent to the head office to supply copper wire and
assembly materials.
5. Execution can start as soon as the required materials have been received.
6. If new materials are required in the course of the project, this must be reported to the
head office in a timely manner.

3.2 ICT personnel
2 employees work for the ICT department: John is the administrator; Peter is the helpdesk
employee. Both officially report to the Finance Director, but John feels a bit ‘in charge’ of Peter.
John clearly has more background; he possesses several Microsoft certificates. Two months ago
he signed a permanent contract after he replaced the previous administrator, who passed away
after a car accident, via an outplacement company for three months. Since the Financial Director
knows very little about automation, he is happy to let John handle the ICT strategy.

5. Assignment description
You are the new Business Analyst and assess the feasibility of new proposals, if necessary
creating a plan of approach for the proposals.
The branch manager of the Rotterdam office proposed the following change in SIAS.
Make sure that the fitters’ time justification is changed from monthly to real-time using a PDA
via a UMTS connection directly to SIAS. The branch manager lists the following advantages:
faster billing, the contracts being up-to-date, and faster payment of expense allowances and
overtime to the fitters. (Cf. chapter 6).
