9. Ideally, "Culture of Organization" is the most important factor to maximize return from investment in human capital. However i have voted for "Leadership in organization" for a very simple reason that our society is tuned up to take instructions from the leader instead of thinking and then acting upon their own judgement. Very unfortunate to say that, had culture plays its role in the development of human capital, we would have beaten many countries.
