Irrigation remained the central issue in California, the Colorado river constantly overflowed and caused much trouble for early California irrigation. Most of the population was within the Los Angeles and the Bay Area growing over 1.5 million so they needed to act fast.

Los Angeles was city of representation for California and its growing population asked for a Successful Aqueduct . The L.A Aqueduct and the massive construction kept many people happy with jobs and sweet lifestyles in the booming economy. San Diego was slowly booming although it was merely a destination of the Navy and Marine Corps depot. “by 1929,then, Southern California had emerged into the sunlight as both an imagined and a fully materialized American place.” One of the most expensive public works projects were the two bridges linking the bay area.
