1. Summary of Experience of Chidananda Jena
Delivered leadership responsibility for 20+ years in Public Finance, Budget Execution, Accounts and e-
governance reform within government and in consulting in multi donor agency funded projects. Worked as a
Senior Director in Odisha Government Finance Service. Shouldered various responsibilities within Government
in Budget, Treasury, Accounts, Audit and VAT/GST. Contributed immensely during launch of VAT/GST law
and development of VAT Information System (VATIS). Conducted stakeholder consultations and solicited
feedback from various quarters including tax payers and tax consultants. Conducted change management
programs including capacity building of citizens and officials in Budget Execution, Accounts. VAT & Social
Securities.
Guided adoption of international standards (GFS & COFOG) in preparation of Chart of Accounts, adoption of
IPSAS and national accounting standards in different projects including the World Bank Project for Government
of Bangladesh.
Guided development of different GIFMIS (Government Integrated Financial Management Information System)
projects including one for Government of Bangladesh, Dubai and Oman, besides many state governments in
India.
While working in the NISG, led the team in studying the VAT implementation status in various states,
recommended uniformity in processes, VAT law, and VATIS. Organized national workshops. Presented salient
recommendations and findings to Dept of Revenue, Govt. of India. Instrumental in recommending business
process re-engineering and VAT Law reforms, and Organizational restructuring, improvements in existing
VATIS aligned to GST and roadmap for GST law and systemdevelopment and implementation for Commercial
Tax Department, Govt. of Puducherry.
Chidananda played a critical role in preparing strategic papers for devolution of taxation powers to Southern
Sudan under united Sudan. On the invitation from IFC/WB, attended the national conference on VAT reforms
across states held in Patna, Bihar.
While working for PWC on DFID Projects in Madhya Pradesh and Odisha, prepared memorandum to Finance
Commission. While working at the Indian Institute of Public Administration (IIPA), prepared the devolution
indicator matrix on devolution of different powers including financial management by state governments to
local governments.
Conducted multiple Fiduciary Risk Assessment of national, state governments, line Ministries and programmes
at pre funding stage and mid-term assessment (following international framework) against set indicators.
Prepared Programmes Performance Indicator Matrix, prepared benchmark indicators for fiduciary risk
assessment.
While working on the ADB Project (MPRMP), in North East India, as the team leader, guided the development
of IT systems along with business process re-engineering of different revenue and finance departments.
Prepared roadmap for Property Tax Implementation in Urban Local Governments.
As an independent consultant, on an invitation by Action Aid Bangladesh, Dhaka, presented a paper on tax
avoidance and evasion by multinational firms and profit shifting to tax havens.
Set up internal audit units in governments, developed checklist based audit, guided development and
implemented audit tracking system. Designed risk based audit parameters and conducted sample audit of tax and
financial management.
In OMEGA project, Odisha, developed and implemented financial management systems and electronic mobile
