Catalyse is a method of territorial intelligence that puts the territorial
analysis and the information technologies at the service of the territorial
development actors, whilst respecting the sustainable development principles.

CATALYSE offers three tools that confront three kinds of information :
1. A multi-sector guide of diagnosis and evaluation to gather individual information about
people’s needs, so as to define and measure needs profiles.
2. A services repertory to list the existing services on the territory that are open to satisfy the
people’s and the community groups’ needs.
3. A territorial information system (TIS) that integrates territorial indicators that are
provided by specialized statistic institutions.

The operational group defines all the useful data, supervises the analyses and interprets the
results.
Thematic workshops are constituted according to the needs profiles.
They confront the needs and their territorial distribution to the services and the territorial
indicators, so as to identify the deficiencies and inadequations of the services offer with respect
to the territory potentialities and constraints.
This observation step generates projects that are drafted within the project groups and allows
regularly valuating the led actions.

CATALYSE European diffusion
Since 1990, the CATALYSE method has been used by more than twenty territo-
rial multi-sector partnerships in Europe (diagnosis, evaluations and observato-
ries), in relation with varied territories and publics.

ACCEM Experimentation
It concerns six territorial diagnoses worked out with the “migrants” guide in
Spain. It was initiated within a network of nine migration observatories supported
by ACCEM, among which four are experienced and five are new ones.

As most of the indicators of the European guide are also part of the migrants guide, it is an indi-
rect experimentation of the European guide. It gives to the comparative research a very concrete
reference that allows jointly studying:
- The contents understanding by the end users and how to create a common language at this
basic level as it is the first condition to improve the data quality;
- The tools use by the end users with poor computer skills;
- The quality of the data collection;
- The data analysis according to local and national levels;
- The tools use in the framework of local partnerships and national networks.

The guide, as other CATALYSE tools, was drafted from experiences, thanks to regional
coordination steps:
- The University of HUELVA, OLE, ACCEM and VALDOCCO synthesised the Spanish guides.
- OPTIMA and INTEGRA harmonized the “Walloon” guides with the University of LIEGE
- ADAPEI and COCAGNE in France, with the University of Franche-Comté and the contribution
of the EQUAL “MEDIACTION” project.
An harmonization was also made with the standards of the official European servers.
A first Spanish digest, called “migrants” guide, was suggested by ACCEM.

Catalyse Toolkit: Anaconda
Anaconda provides a cheap and accessible solution to analyze data, with
multi-criteria methods that allow analyzing statistical individuals who are
described by a set of multidimensional characters.
• The factorial analysis determines the
s t r u c t u ra l f a c t o r s o r t r e n d s , o f a n
important data set.
• The classification dissociates its main
classes.
The ANACONDA friendliness is based on:
- Automation of functions which
knowledge is not indispensable to the
results understanding;
- Choice parameters definition with
initial values that cover the usual
situations;
- An interface with the most popular
office automation standards;
- An adaptation to the specificities of
Humanities and Social Sciences.

Pragma is a software of analysis of questionnaires surveys that is directed
towards the data quantitative processing.
The basic principles of its conception are: Intuitive use; Collective tool;
Robustness and automatic control of the data quality.
• Pragma manages the questions and
the observations (here, exemple of
the “migrants” guide made with
ACCEM, with the survey of
Accem-Sevilla).
• The home page gives access to the
questions list, observations list, and
tools like parameters, add an user, to
calculate the results, prepare the
data analisis…

ePragma is the on-line version of Pragma, software of analysis of questionnaires
surveys that is directed towards the data quantitative processing.
