Introduction
KPRM is a grass root community
organization in the city of
Makassar who joined in the Uplink
Indonesia on 2002, under
coordinated by UPC as the
National Secretariat (Seknas).
Since October 13, 2010 in a series
of World Disaster Risk Reduction
Day, KPRM launched campaign
“Kotaku Siaga” (My City is Getting
Ready), and a raise solidarity in an
alliance – SIAGA. Acronym of
"siaga" also means “alert”, “ready”,
“preparedness”. This alliance
supported by the Mayor and PMI
(Red Cross) of Makassar as a
manifestation of their commitment
to follow the Charter of Cities
Resilience, which the mayor
signed in DRR Forum on
Shanghai 2010.
Common Problems
In South Sulawesi, the threat of floods, landslides, hurricanes, and water shortages due to
drought is relatively high occur every year. In the city of Makassar, in addition to flooding and
water shortages, the case of fires in the dry season length is also quite high, averaging 10-15
cases per month. While in Pangkep, exploitation of natural resources by mining corporate, and
land clearing for plantations, agriculture, food, and aquaculture are at risk of flooding, landslides
and lack of clean water.
Achievements Activities
Since 2010, KPRM implement CRF programs of Huairou Commission. CRF field activities
coordinated directly by the board of KPRM. It is 90% are grass roots women. The CRF activity
involving 16 Community Leader (CL), 8 savings group, reaching 403 grassroots women.
CL role is to organize group meetings and mapping out, identify, and mediate community
problems to the city of government, in addition to mobilizing action and public funds. The
problem is successfully mediated by CL-KPRM is basic health insurance services (53 people),
the cost of attending school (15 students), the identity of the population (100 people), birth
certificates (200 children), and ambulance assistance (7 people).
2. Since 25 April 2011, several hours after the flood disaster in the Sanggerang Balocci district of
Pangkep, KPRM mobilize emergency rescue through a network of SIAGA. Dozens of volunteers
involved in evacuation and distributing aid to the victims. In addition, KPRM-SIAGA volunteers
perform data collection and mapping, as well as local policy advocacy. For two days, 5 CL of
KPRM mapping out the village to identified some problems. A total of 35 villagers was present,
and involved (only 8 male). They represent the five groups of citizens. Most of them feels
trauma in its rainy season. The community leaders questioned the financing of post-disaster
reconstruction projects that are no transparancy. While women's groups questioned about a
badly drainage system and toilets that are built by the government by public funds. They asked
the government to prioritize the construction of river dyke to prevent flooding aftershocks.
SIAGA network consists of 15 organizations and volunteer groups. In the advocacy post-flood of
Sanggerang, SIAGA develop activities at the site, ie public discussions, women assembly,
children's games, art performances, and greenery. These activities involve at least 30
volunteers, 40 women assemblies, 25 children, and more than 100 students high school. In
addition, KPRM and SIAGA was collected Rp 35 million cash of public funds and distributed for
survivor of the Merapi eruption Yogyakarta and survivor od floods in Sanggerang Pangkep. It
does'nt include livelihood relief for a hundred victims of fires at three points in the city of
Makassar.
SIAGA network has a facebook account and group Kotaku Siaga (My City is Getting Ready).
Facebook account is a media for information, communication, and coordination of volunteers.
Records and documentation, and update field activities can be accessed on this account, since
the alliance launched in October 13, 2010. Currently, the number of registered facebook
account as much as 215 members/friends.
Benefits of Partnership
KPRM develop partnerships with local governments, mass media, and NGOs. With the city of
Makassar, KPRM conduct coordination, sharing information, and collaboration to solve
problems of community. The benefits of this partnership include:
• KPRM be a member of the Poverty Task Force of for field monitoring and complaints section
• KPRM be a member of the Sub-district Monitoring Team of Procurement Committee to
monitor the clinics/health centre projects.
• Sharing information and networking with the Local Disaster Management Agency (BPBD)
city of Makassar on the mapping program and disaster management systems.
Through mass media, KPRM discuss and campaign impact of climate change and the threat of
food crisis in South Sulawesi. Some activities like:
• Interactive interviwes in Celebes TV studios (local TV), talking about floods in the city as a
the impacts climate change
• Public debate on the editorial of Tribun Timur (local newe paper), focus on cases of
malnutrition in South Sulawesi, which was attended by 40 people. Present also head of the
3. Department of Social Welfare, the head of Public Health, nutritionist from University of
Hasanuddin, the Ombudsman Commission members, and NGO activists.
Lesson Learns
KPRM partnership with municipalities judged effective in advocating or solving actual problems
such as basic services. However, felt not in line with strategic problem solving such as floods
every year, fires, lack of clean water, and the threat of slums eviction. KPRM have expectation
for the city government of Makassar to adapt and implement of the 10 Points Essentials to
Making Cities Resilient, and integrating to the poverty reduction policies with the arrangement
of village-based community to reduce the risk of disasters (floods, lack of water, fires) and social
vulnerability (criminalities and communal conflict).
Plan for Three Months
Planning activities on January to March 2012 focused on three things:
First, to strengthening of grassroots women's groups in the two cities and districts of Pare-pare
and Pangkep. Specifically after mapping in the Sanggerang hamlet (panchayat), KPRM-SIAGA
will strengthening a a number of household (the survivor) with trauma healing activities, such as
arpillera, and organic farming.
Second, increasing partnerships with municipalities / districts in terms of poverty alleviation and
disaster risk reduction, as well as the arrangement of slums. This will be discussed in depth in a
workshop in Kendari city of Southeast Sulawesi. This workshop will bring officials from the
regional planning agency, social services, and local disaster management agencies. Expected
in the workshop is a consensus that signed by officials from five cities to build the cities resilient
and adaptation of climate change strategies.
Third, in cooperation with UPC, KPRM and SIAGA will joint to produce media campaign in the
form of documentaries and calendar of Kotaku Siaga (My City is Getting Ready).
