Adhere to the following style and format:
I. INTRODUCTION
A. Background
Describe the status of the Project at the start of the assignment in general
terms and in relation to the staff position. "General Terms" relate to stage of
implementation and availability of staff, equipment and facilities. "In Relation to the Staff
Position" refers to the specific needs of the Project that the position is meant to address.
B. Contract Arrangements and Administration
Explain the specific contract arrangements relevant to the position. Identify the
contracting agency, the agency within which the work is performed, other co-
implementing agencies or groups relevant to the position and executive committees.
2. List the duration and timing of specific inputs. Note whether inputs are full-time
or part-time. Record absences for health or other reasons. Describe any aspects of the
inputs that are relevant to the stage of the Project and the timing of other elements of
work.
C. Summary of Findings
Summarize the situation on the Project relative to issues the position is meant
to address and reveal how the work performed during the assignment was able to
address the needs of the situation, providing a statement on the perceived success of
the assignment relative to the needs posed by the situation.
D. Acknowledgements
Acknowledge the parties who materially contributed to the work effort under the
assignment.
II. OUTPUT ACCOMPLISHMENT
A. Terms of Reference
Provide a summary of the main components of the work described in the terms
of reference. Indicate in general how the components of the work relate to the Project as
a whole and the practical situation. Attach a copy of the terms of reference to the End-of-
Assignment Report as Appendix 1. Note any significant changes to the terms of
reference made during the period of assignment. Note also important general
categories of work performed outside of, or in addition to, the terms of reference. For
these latter categories, include details as additional sections below.
B. [This Heading refers to Item A of the Terms of Reference]
Give an account of output accomplishment under the item. The terms of
reference for a specific position are written to reflect the requirements of the position and
the End-of-Assignment Report should reflect their unique properties. The heading
should be paraphrased from the task item listed in the terms of reference, and should
include sections related to any work undertaken in addition to, or outside of, the terms of
reference. The text should detail the work done under the assignment to address the
specific item. For instance, the heading might read "Review Existing Data and Reports".
The text under the heading should then describe the process of review, the data and
reports reviewed, and the findings therein. Relevant work outputs, e.g., reports,
communications, notes, technical calculations, and other materials, should be attached
as appendixes and referenced in the text.
C. Item B–N of the Terms of Reference
Address each item of the terms of reference, and work performed outside of, or
in addition to, the terms of reference, under one of these sections.
D. Summary of Output Accomplishment

III. PERFORMANCE REVIEW
A. Relations with the Executing, Implementing, and Financing Agencies
Portray the general nature of the relationship between the individual filling the
position (the author of the End-of-Assignment Report) with supervisors and
representatives of the executing, implementing, and financing agencies.
B. Relations with Co-Workers
Portray the general nature of the relationship with co-workers, clerical staff, and
others engaged in the Project, as well as contact with people outside the Project.
C. Performance Reviews
Demonstrate the process of performance review that occurred during the
assignment and the results of the review. Provide a statement concerning the accuracy
of the review from the perspective of the consultant.
IV. CONCLUSIONS AND RECOMMENDATIONS
A. Concerns Relating to Assignment and Project
Detail individual concerns related to the effectiveness of the position in
addressing the needs of the Project. Address each concern individually, providing full
supporting documentation in appendixes.
B. Contributions
Describe the important contributions provided to the Project through the
position. Each contribution should be addressed in a separate paragraph with
explanations and cross-references to materials documented in Section II.
C. Conclusions
Draw conclusions from the lessons learned in implementing the assignment.
How could the project design have improved outputs from the assignment? In what
respects were work efforts influenced positively or negatively by the work conditions, the
status of other project elements, the attitudes of co-workers, and other factors?
D. Recommendations
Submit concise recommendations to the executing, implementing, and financing
agencies for use in future assignments of a similar nature.
