4. CONCESSIONS GENERAL RULES
: Coaching Tariff P–I, Vol–II - Rules of Concession in IR.
: Charging of minimum fare is not applicable on concessions.
: Concessions are allowed on M/Exp Basic fare only .
: No concession is allowed on other charges like reservation
charge, supplementary charge etc.
: Original / copy of Concession order should be submitted to
avail concession.
: Booking/reservation Counters, CBO/TBA etc; can only
exchange concession order
5. CONCESSIONS GENERAL RULES
: No concessions will be granted on trains.
: While traveling, copy / original certificate should be carried.
: Availing of more than one concession at a time is not permitted.
: Premier trains such as Rajdhani/Shatabdhi/Duronto limited concessions
are allowed.
: No concession are allowed on Garib rath/ Yuva/ Spl Premier trains.
: Break journey is not permitted when concessions are issued for specific
purpose.
: Escorts are also given the same element of concession wherever allowed.
: When return journey concession is granted, the outward and return
journey must be performed by the same route.
6. OTHERS
• Concessional ticket cannot be exchanged to a higher class
even if you are willing to pay the difference of fare.
• However First Class Concessional Ticket, can be converted to
AC 2 Tier by paying difference of the normal fare between AC 2
Tier and First Class.
• No concession is granted for a journey, the cost of which is
borne by Central/State Governments/Local bodies/corporation
or Govt undertakings.
• Some of concession are admissible subject to minimum
distance of journey which have been specified in the relevant
categories.

8. SPECIAL PREMIER TRAINS
• To meet seasonal and occasion-specific instances, IR has
introduced Premier Special trains with dynamic fares on
the pattern of airlines.
• The premier AC special trains will have only AC-2 and AC-3
classes with Rajdhani-like facilities including catering.
• The booking for the AC special trains shall be available only
through IRCTC’s portal.
• The ARP will be 15 days, the fare charged are over tatkal fare
of the Rajdhani services.
• No concession shall be applicable to this train.
• There will be no commercial stoppages en route for this train.
• There will be no waitlisted tickets
• There will be no refund except when the train is cancelled on
railway account
9. YUVA TRAIN FEATURES
• Only AC Chair car
• Facilitate Yuva and General Passenger (Non Yuva)
• Who is Yuva: (CC-70-09)
• Unemployed youth having Regn card from Govt
Employment Exchange /NREGA Certificate.
• Aged between 15 - 45.
• Tickets issued to Yuva category on production of
xerox copy of above cetificate.
• Quota- 10% for Yuva , 90% for Non- Yuva.(CC-69-13)
• Fare : Yuva category fare is cheaper than Non-Yuva
category.

11. STUDENT CONCESSION
• ELIGIBILITY:
• Students of recognised school/ colleges.
• Concession order is issued by Head of
Institution.
• AGE LIMIT:
• General Students: Upto 25 Years
• SC/ST Students: Upto 27 Years.
12. STUDENT CONCESSION
• PURPOSES:
• To visit home town during Vacation.
• To attend examination or any training.
• For Educational/Industrial tours and Sports
tournaments.
• CLASS PERMITTED: II Class / SL Class only
For Season Ticket: I Or II Class
• ELEMENT OF CONCESSION:
• General Students: 50 %
• SC / ST students: 50% of concessional fare
admissible for general students.
13. STUDENT CONCESSION
• ESCORT ELIGIBILITY:
• One escort for every 4 girls of any age and
boys students under the age of 12 allowed at
concessional fare.
• One escort for every 10 male students of 12
years and over.
• Escort should either be a faculty member or
any staff of school.
• Break Journey: Is not permitted in specific
purpose concession.

• Time Limit for exchange:
• The ticket should be purchased within 14 days
of the date of issue of the concession order for
outward journey
• The validity of return concession order shall be
90 days from the date of issue.
• Refunds:
• Refunds are allowed on outward journey.
• No refunds on return journey.

17. OH CONCESSION
• Issued by Government Doctor only to those OH, Paraplegic
person who cannot travel alone.
• Issued Under (1) Temporary Disability
(2) Permanent Disability
• Validity: Temporary : 5 Years from D.O.I
• Permanent: Up to 25 years - 5 years
• 25 – 35 years - 10 years
• Above 35 years - life long
• Escort is compulsory and is given the same element of
concession.
• One escort is allowed for two OH persons on written request
from escort, in case of PRS Reserved/RAC/Waiting List
Tickets.

– 50% concession in I AC & 2 AC
– 75% concession in all other classes
• (Rajadhani/Shatabdhi Trains)
– 25% Concession in Rajadhani (AC 3T Only)
– 25% Concession in Shatabdhi (ACCC Only)

of purchasing the ticket.

otherwise he will be treated as traveling without ticket.

20. SENIOR CITIZEN CONCESSION
• WHO ARE SENIOR CITIZENS:
• Male: Aged 60 Years and above
• Female: Aged 58 years and above
• CLASS ELIGIBILITY: Eligible in all classes and trains
including Rajadhani/Shatabdhi/Duronto trains.
• ELEMENT OF CONCESSION :
– 40% for male persons
– 50% for female persons
• Proof of age not required at the time of purchasing the ticket.
• However, while traveling they must carry proof of age such as
ration card, voter’s identity card, driving license, PAN card
etc.
• If a Senior Citizen is not carrying the above age proof, TTE
will collect difference of fare only without penalty.
21. BLIND CONCESSION
• Blind concession is issued to the persons who are completely blind.
• Medical certificate from government doctor or blind institute is necessary.
• Medical certificate is valid for 5 Years from D.O.I
• Escort is optional and is given the same element of concession.
• Element of concessions:
• (Mail/Express including Superfast Trains)
– 50% concession in I AC & 2 AC
– 75% concession in all other classes
• (Rajadhani/Shatabdhi Trains)

• This concession is issued to persons suffering with both deaf
and dumb disabilities.
• Medical certificate from government doctor is necessary.
• Doctor’s certificate is valid of 5 years.
• Element of concession: 50% in FC, SL and II classes.
• Escort is optional, escort also get the same element of
concession.
• When patient is below 5 years of age escort will be allowed
with concession.
• The xerox copy of certificate to be submitted at the time of
purchasing the ticket.
• While traveling original certificate should be carried other wise
he will be treated as traveling without ticket.

24. CANCER CONCESSION
• This concession is issued to the cancer
patients in the following cases
• Admission to hospitals
• Periodical checkup
• Discharge from hospitals.
• Medical certificate from government doctor or
from cancer institute is necessary.
• The certificate is valid for one year from the
date of issue.
• Escort is optional.

for concession in rail travel.
• Who are Accredited Press correspondents:

Headquarters of Govt of India (PIB),
State/Union Territory or of District.
• Certificate Of Accreditation shall be issued by
Authorised Accreditation officer.
29. Issue Of Photo Identity Card

• For District: Serving Station of the District.
The Press Correspondents will approach the Notified
Office/Station along with following documents.
• (i) Certificate of accreditation issued by the competent authority
( Such Certificate shall be Valid for One Month (CC-63-11)
• (ii) Self attested photo
• The Photo Identity card will be issued by SM/CBSR affixing the
self-attested photo with all the particulars as mentioned therein.
• These photo identity cards will be valid for two years from the
date of issue.
30. ELEMENT OF CONCESSION
• (i) 50% in all classes and trains including
Rajadhani/Shatabdhi.
• (iii) This concession will not be admissible in
Garib Rath, Duronto and Yuva trains
31. APPLICABILITY OF CONCESSION TO
SPOUSE AND DEPENDANTS
• The same concession will be extended to Spouse/Dependant
children (Upto 18 Years) while travelling with him/her twice in
every financial year (April to March).
• Concession admissible when travelling from the station serving
the headquarters to any place and back.
• This concession is not admissible for the spouse when
travelling alone.
• For availing concession for spouse/dependants the Press
correspondent shall give an undertaking to the Station
Manager/ Booking Supervisor as per prescribed format.
• For press correspondents who do not have a spouse
(Unmarried/ Divorcee) they can take a companion in lieu of
spouse twice in a financial year at the same element of
concession. Suitable undertaking is to be given at the time of
booking the ticket.
32. EXCHANGE OF CONCESSION AND
TRAVEL CONDITIONS
• Concessional tickets are issued on collection of the photo copy
of the Identity card. The original Identity card should also be
inspected/ verified.
• The press Correspondent shall carry the Photo identity card
with him during the journey for verification purposes by TTE.
• In case photo identity card is not produced, the difference of the
full fare payable and the concessional fare paid shall be
charged.
• This concession is not valid in case of season tickets, circular
journey tickets and tickets for local/Suburban/passenger trains.
33. REFUND RULES
• Refund on cancellation of tickets shall be
granted at the station across the counter in
accordance with the existing refund rules.
• TDR shall be issued only in those cases where
refund at the station is not admissible.
