processes such as the globalization of the policy,
the emergence of supranational political, financial
institutions, investment funds, international projects,
and interstate agreements ,..
• Globalization objectively manifested in the education policy.
These trends are due, first of all, the dynamic development
of the international education market.

3. The processes of globalization affect the sphere of
education, in which there are a number of such
authoritative international bodies like UNESCO;
the International Union of Transnational Education;
the International Network of Agencies for Quality
Assurance in Higher Education; the International
Association for Educational Assessment; the Association
of European Universities, the Association of Universities
of Distance Education (EADTU), the International Council
for Open and Distance Education (ICDE), etc.,
who actually participate in the elaboration
and formulation of interstate and national policy
of the states-participants.

5. B.1. Russia and the WTO:
where are we joined?
It is well known that in the framework of the WTO
apply* 3 types of agreements:
The General Agreement on Tariffs and Trade (GATT 1994);
The General Agreement on Trade in Services (GATS)
The latter two
relate to the
education
The Agreement on Aspects of Intellectual
Property Related to Trade.

6. Analyzing the problem of maintenance of an access mode to
national markets of education in the countries-members of WTO,
there are several features:
• 60 countries of the 153 WTO member countries have undertaken certain commitments
on market access and national treatment for training providers of other WTO Members;
• four members of the EU (Finland, Sweden, Malta and Cyprus) retain the freedom to
introduce measures to restrict market access and national treatment and do not define
access commitments;
• the rest of the countries one way or another made specific commitments that limit
national treatment.
• The United States, for example, have made commitments only for the subsectors of
adult education services and other educational services, stipulating restrictions
opportunity scholarships and grants - only for U.S. citizens and (or) the residents of
some states in the U.S.;
• Japan retained restrictions for the subsectors of primary, secondary and higher
education for all types of delivery, except for commercial presence;
• Russia, Macedonia, Armenia, Croatia, Georgia, Albania, Kyrgyz Republic and Republic
of Moldova removed almost all restrictions on the access of foreign suppliers of
educational services, first of all, for the neigh bouring European States.
7. The analysis of the obligations of the member countries of the
WTO allows to make a conclusion about the openness of national
markets of education and to evaluate them in the following way:
1) The level of openness of the sector of educational services in the
WTO is 22%;
2) Only 14% of the countries-members of the WTO may be
considered as a completely open markets of education, i.e. in their
territory is completely removed restrictions on market access for
non-residents and the national regulatory regime completely focused
on the international players;
3) At the same time, only 8% of the WTO-members (including
Russia) took possible restrictions.
8. The transformation trend

E-education in the world today is an industry with a
turnover of $ 7 trillion,
that in the year 570 times more advertising industry,
in 7 times more than the mobile communications industry;
and, ultimately, more than the VNP of countries such as
Italy, France and the United Kingdom together.

Firstly, education does not happen much.
Secondly, to teach you cannot, you can only learn (if you
want student); this is followed by tasks of the professional
academic community and the leadership of educational
institutions, bodies of Executive power - to create conditions
so that the students wanted to and received, and for this
purpose we have created all conditions.

Thirdly, their education a graduate of the prestigious rating of
the University or College does not appreciate as "quality", if he:
a) is not in demand in the public sector,
b) may not provide a decent level of welfare of himself and his family,
b) can't ensure the quality of its activities.
Fourthly, in the assessment of the quality of education in the op
(and on the classification of the WTO, to my regret, this is the
only service that's hard to understand, but we have to take), as
well as in medicine, the baseline should be the principle of ' do
no harm. Education, like medicine services in confidence.
Hence, the problem of correct assessment of their quality.

Fifthly, the European EFQM Excellence Model is based on
independent professional expert assessment of compliance on the
basis of logic RADAR and allows a higher school: to create optimum
conditions for the education of the willing; stimulate management to
the continuous improvement of these conditions and results-thus
provides quality assurance .
Eurasian Open Institute has a practical experience in this sphere and
is ready to share its practices.

12. Education is …
a public good in the sense of economically
justified public need and the need of the state;
and the public educational services with a
confiding character (along with medicine) in
the framework of the meeting the economic
and socio-cultural needs of the individual,
society and the business sector.
13. In the case of higher, postgraduate education and
science, it is, no doubt, also the public good,
capable to ensure the provision of market services
in the sphere of education, scientific research and
in the development of various innovations
for economy, also capable to meet the needs
of the individual, the economy, society and the state;
to ensure the formation, development and
movement of catalytic capital in the public sector.
14. The transformation trend
in modern systems of education:
on the basis of traditions-a Smart-universities
The condition of the Russian market of EL and DET:
• About 500 universities declare the use of distance educational
technologies.
• About 70 of 1155 Russian higher education institutions (excluding
branches) and any of corporate educational centers actually
implemented the distance educational technologies and apply e-learning.
• The current volume of the market of e-learning, provided with a DET in
Russia - about 8 billion RUR.
• The potential market of electronic education (higher education institution
without the services of DPE) is estimated at 130 - 150 billion RUR.

15. The transformation trend

A state of readiness for e-learning in institutions
«TOP 30 of the National rating of universities 2012»
• E-learning are involved in only 14 of the 30 universities, occupying
the top lines of the rating.
• The vast majority of these institutions have no more than 100 e-
books.
• In most cases e-books represent the electronic text-book with
simplified navigation.
• In most schools there is no systematic approach to the
development of e-books.
• As a result of the analysis were selected and recommended by the
electronic courses only 3 Russian Universities in TOP-30 rating of
Russian Universities 2012.
• ЕАОI today has more than 700 of electronic books for e-learning.

We need soonest transformation of the model of organization of the
educational process in the system of education, which would allow to move
from the study of IT in the education programs -
- to study using IT in education processes, and then
- to a Smart-education,
which will be carried out as training and socialization of citizens in
social networks.
It is therefore very important to ensure such a transition build
a modern telecommunications infrastructure knowledge management
and the quality of all ongoing processes in the universities.
Smart-education, the transition from passive content to be active.
17. S.M.A.R.T.
It is a model format for the new education system
vocational (primary, secondary), higher, postgraduate,
and additional business education
A model format for the new education system, based on the integrated use of
information and communication technologies, e-education and e-learning,
information networks and databases of knowledge, guaranteeing the quality of
educational outcomes and meets the requirements of:
• Specificity (Specific) the structure and content of vocational education (all levels
and at different levels)that is adequate to the actual needs of social production,
expressed in Professional Standard (PS);
• Measurability of the level of the formation of competences and Controllability of
the process of their formation and improvement (Measurable@manageable);
• Acceptability (Acceptable) and realistic (Realistic) for studying the conditions (in
any place, 247365 and LLL) of obtaining the Knowledge, Skills and Abilities to
develop the necessary competences and qualifications of specialists, caused by
the requirements of PS and specific for a certain period of time (Time-framed).

18. The Bologna process on Eurasian space
The key tendency:
States shall seek, to the recognition of the
qualifications of specialists through processes
outside the framework of the WTO under the
influence of the globalization of the economy and the
needs of employers.
This integration process, which is voluntary
and runs in parallel globalization of education.
20. 2. Транснациональное образование и
новые образовательные технологии
.
Процесс глобализации серьезнейшим образом отражается
на традиционных основах существования
ведущих национальных университетов.
По законам экономической глобализации они неизбежно
превращаются в учебные заведения с глобальной
ориентацией на мировой образовательный рынок.
Электронные средства информатизации, бурно Тенденцией,
развивающиеся технологии электронного обучения и противоположной
smart-образования, современные облачные веб- транснациональному
технологии лишь ускоряют этот процесс. Это превращение образованию, является
связано с той же цепочкой причинно-следственных связей протекционизм –
в интернационализации общественного производства : государственное
«промышленный капитал – трудовые ресурсы – регулирование иностранных
инвестиций, включая
постиндустриальное производство – образование –
движение
университет – человеческий потенциал – интеллектуального капитала,
интеллектуальный капитал – каталитический капитал в сферу образования в
– общество знания – smart-общество». форме политических
преград для деятельности
зарубежных университетов.
21. 2. Транснациональное образование и
новые образовательные технологии
Важнейшими конкурентными преимуществами становятся такие аспекты .
деятельности вуза как: «международная образовательная программа»,
«глобальный учебный план», «экстерриториальный профессорско-
преподавательский состав», «виртуальная или распределенная кафедра»,
«международный образовательный стандарт», «распределенное
образовательное учреждение», «международная аттестация и общественно-
профессиональная аккредитация», «международная сертификация»,
«международная мобильность студентов и преподавателей»,
«международный язык преподавания» и др..
Усиление конкуренции на внутреннем и международном рынках образования,
ужесточение требований со стороны потребителей к качеству образования,
вхождение России в европейское образовательное пространство
(Болонский процесс), требует унификации процессов
и гарантии качества результатов освоения ОП,
стимулируют вузы к широкому применению
современных моделей и методов управления
в сочетании с международной аккредитацией
отдельных ОП, школ в статусе обособленных
структурных подразделений и институтов
(академий) и университетов в целом.
22. 3. Модели организационного совершенства
. как инструмент и способ реализации
. системы эффективного менеджмента
в образовательных учреждениях
Эффективный инструмент построения системы менеджмента
организаций - модели организационного совершенства,
лежащие в основе международных, национальных,
отраслевых и региональных конкурсах и премий по качеству.
Применение этих моделей обеспечивает повышение
конкурентоспособности учреждений образования, ориентируя их
на обеспечение гарантий качества подготовки выпускников
для всех заинтересованных сторон.
Участие и победа в этих конкурсах (премиях), рассматривается
(профессиональной) академической общественностью и бизнес -
сообществом как свидетельство высокого уровня менеджмента,
применения в своей деятельности международных стандартов
семейства ИСО 9000 и лучших образовательных практик.
23. Модели организационного
совершенства
Наиболее известной и широко
применяемой в Европейском Союзе
является Модель совершенства
Европейского фонда менеджмента
качества (EFQM), а в отечественной
промышленности и в сфере образования
нашли применение также такие модели, как:
• Модель Премии Правительства РФ в области качества (1996)
и
• Модель Конкурса Рособрнадзора «Системы качества
подготовки выпускников образовательных учреждений
профессионального образования» (1999 г.)

инструмент и способ реализации системы
эффективного менеджмента в образовательных
учреждениях
Образовательные Модель совершенства EFQM
организации большинства универсальна и применима
европейских стран к организациям и предприятиям
различных отраслей, размеров, форм
практически с первых лет
собственности. Привлекательность
применения Модели Модели совершенства для
совершенства принимали образовательной сферы обусловлена
активное участие в рядом причин: не предписывающим
деятельности EFQM. Они характером модели (организация
занимают заметную долю вправе критерии модели наполнять

В его подводной части большая работа на всех уровнях
совершенства организационного управления
26. В Российской Федерации
К настоящему времени российскими вузами также
накоплен достаточно большой опыт проведения
самооценок деятельности, причем она проводится
в различных вариантах.
Это использование Моделей:
- Европейского фонда управления качеством EFQM;
- премий Правительства РФ и отдельных регионов;
- конкурса Рособрнадзора по качеству подготовки
выпускников;
- типовой модели системы качества образовательных
учреждений в соответствии с требованиями
международного стандарта ИСО 9001 в рамках ENQA.

31. Модель совершенства не предписывает, а дает варианты
для совершенствования деятельности, способствуя вузам:
•структурировать свою деятельность
•сформировать системное видение
•осознать интересы и степень удовлетворенности всех
заинтересованных сторон.
Многие вузы, использующие модель, поддерживают между
собой устойчивые деловые отношения и обмениваются
лучшей практикой. Сама методика оценок подталкивает
вузы к активному бенчмаркингу.
32. 4. Отраслевой конкурс по качеству в сфере

Основные задачи конкурса:

33. Интегрированные модели совершенства
в негосударственном секторе образования
Первым подобным проектом было освоение
Модели совершенства EFQM
в АНО ВПО «Евразийский открытый институт»,
который с момента его организации в 1998 г.
реализует электронное обучение как
территориально распределенный вуз.
При этом - освоение модели совершенства
осуществлялось при одновременном участии
вуза в Конкурсе Рособрнадзора «Системы
качества подготовки выпускников…».
Реализация проекта позволила ЕАОИ
провести сертификацию систем вуза
по модели совершенства EFQM на уровне
«Признанное совершенство (четыре звезды)»
и в 2011 году оказаться в числе дипломантов
конкурса Рособрнадзора - единственным
финалистом конкурса из числа вузов
негосударственного сектора; а в 2012 –
финалистом конкурса Премии Правительства
России в области качества.

3. С целью обеспечения международной общественно-
профессиональной аккредитации учреждений образования
стран ЕврАзЭС и международной аккредитации реализуемых
образовательных программ принять меры к обеспечению
Конкурсу Рособрнадзора "Системы качества подготовки
выпускников образовательных учреждений профессионального
образования" международного статуса в рамках ЕврАзЭС и
разработать систему гармонизации и интеграции Модели
конкурса с Европейской Моделью совершенства при оценке
качества образовательных учреждений, предусмотрев под эти
цели соответствующее финансовое и ресурсное обеспечение
из средств бюджета ЕврАзЭС для методического и
организационно-технологического операторов процесса».
35. Интеграция процедур оценки вуза по модели EFQM и
по одной из национальных отечественных конкурсов
в области качества – премии Правительства РФ или
/и с конкурсом Рособрнадзора - позволяет получить
синергетический эффект и существенную экономию
издержек, включая основной фактор - время…
