A STORY WITHIN ANOTHER
Naya Rapiur is distinguished within the annals of time for
being India’s first green field city planned and executed in the
21st century. But to understand the ethos of Naya Raipur, you
first need to be sensitised to another fascinating cultural ode-
The coming into being of the state of Chhattisgarh.
Mystery, methodology and unconfirmed fragmented
accounts across history form the three basic ingredients in
understanding how Chhattisgarh was born. Still one of the
most heavily forested regions of Central India; Chhattisgarh
gets its name from the presence of the thirty six forts that it
houses in its valleys and gauges. While the proprietary of these
forts has still to be established, history and legend both marry
to name the Kalchuri Kings of 12th to 14th Century as the first
inhabitants of this marvellous land.
Then came the midnight hour and India’s chance to keep its
tryst with destiny. Present day Chhattisgarh’s destiny seemed

relegated to be a part of the Central Provinces and Berar with
Nagpur as its Capital.
More boundaries were drawn over maps to make it a fragment
of Madhya Pradesh with Bhopal as its capital. With nearly
half the region under forest cover and with over 32% of the
population belonging to indigenous tribal communities,
Chhattisgarh was considered amongst the most backward
regions of India.
The Millennium turned and with it turned the fortunes of
Chhattisgarh as a new State. Its new found dominion as a new
state coincided with the path of rapid socio-economic growth.
Today it is one of the fastest growing states in India with
regards to agricultural production, development of mineral
based Industries and power production.
Armed to the teeth with an arsenal which boast both natural
resources and typically natural spirit and gumption within its
inhabitants, Chhattisgarh is also one of the largest producers of
steel and cement in India. It is also bountiful in minerals like
coal, iron ore, limestone, bauxite, dolomite, tin ore, diamonds,
gold, corundum and granite.
With a staggering forest cover of over 45 % of the total
area, the state is blessed with 3 national parks, 11 wildlife
sanctuaries, and other myriad sites of historical, religious and
cultural significance. Its diversity offers a rare amalgamation of
economic, cultural and ecologically sustainable tourism. The
state has a long tradition of bamboo craft, wood carving, wall
painting, metal working and jewellery making.
And like any other success story, Chhattisgarh also has to
thanks favourable industrial policies, luxuries of ample power
supply, availability of cheap raw materials, access to manpower,
planned infrastructure development, and full support from the
Government in forming the fulcrum of its growth.

The NRDA in their quest to attain perfection in all their endeavours have been increasingly
well researched and briefed. Naya Raipur is located on a carefully selected site, factoring in
the existing state of regional development, climatic factors, flora and fauna, water resources,
transport network amongst others.
With an intelligently drafted land procurement policy which provides for rehabilitation and

Raipur’s Mana Airport located just 7 kms away from
Naya Raipur offers regular flights to Delhi, Mumbai,
Kolkatta, Bhopal, Indore, Hyderabad, Bangalore,
Ahmedabad, Ranchi, Nagpur, Bhuwaneshwar and
Vishakhapatnam. Plans also include upgrading and
bettering of the current facility.
Raipur Railway Station and Mandir Hasaud Railway
Station connect Naya Raipur to other parts of the
country, and a new station for Naya Raipur is coming
up along the Raipur-Vishakhapatnam rail line.
Eight lane expressways will provide easy access to the
city. At present access is through NH-43 at the south-
eastern boundary and NH-6 at the northern boundary
of Naya Raipur. Inner and outer ring roads will
provide a consistent and streamlined traffic flow while
decongesting the city. Nearly 100 kms of the 225 kms
of proposed roadways has already been constructed.
Efficient intra-city movement will be enabled by the
Light Rail Transport System [LTRS] and the Bus
Rapid Transport System [BRTS] – a high quality,
ultra-modern, customer oriented transit option that
provides comfortable and cost effective urban mobility.
Central located, strong road and rail connectivity,
proximity to the airport, state of the art
telecommunications and efficient internal transportation,
make Naya Raipur the perfect logistical hub for national
and state level corporations.
Fully-equipped Integrated Freight Complexes at the
periphery of the city will handle warehousing and
cargo. These complexes while accommodate wholesale
markets, provide loading / unloading facilities, parking,
workshops, and allied services.
The telecommunications system of Naya Raipur will
provide an entire gamut of wired and wireless services:
The city is equipped with underground optical fibre
connectivity to ensure a strong and reliable system for
modern communication and data transmission.
A provision for ducts to enable wired broadband and
Value Added Services [VAS] is also factored in the
telecommunications plan.
Naya Raipur is also equipped with Wi-fi hotspots
throughout the city for services such as 3G/WIMAX, a
service unheard off even within the bigger metros.

OUR TODAY DEFINES OUR TOMORROW.The vision of the NRDA in its quest to build Naya Raipur takes into cognisance, present and future needs, making it a self-sufficient, self-
sustaining city that provides quality infrastructure and amenities. The constant pursuit of progressive growth and development is undertaken
while using natural resources responsibly, for the greater good of all.
WATER RESOURCES
The water supply system focuses on water management
products, processes and services that are economically
viableaswellassociallyandenvironmentallyacceptable,
with specific measures for water conservation and waste
water recycling.
The initial requirement for water is being met by
constructing an anicut on the Mahanadi river near
the village Tila. The city water supply system in Naya
Raipur is one of the few in India to work on the Public
Private Partnership model [PPP].
ENERGY USE AND ELECTRIFICATION
The power requirement of Naya Raipur is to be met in
three phases. The city will have an underground power
distribution system along with SCADA [Supervisory
Control and Data Acquisition] to have online
monitoring and control of power supply.
Non-conventional and alternative energy resources are
being used to the maximum. Street lighting will see the
use of latest technology like T-5 and LEDs. Solar power
will be used widely in administrative buildings, stree
lighting and traffic signals. All power supply at city and
section levels is underground. There are no hanging
wires in the city.
SANITATION AND WASTE
MANAGEMENT
Naya Raipur will have decentralised sewage treatment
for better efficiency. Sewage will be treated to the
standards as prescribed by the Central/State Water
Pollution Control boards, with maximum recycling and
re-use of water for irrigation.
Drainage along roads will be provided without
disturbing the major natural drainage channels. The
solid waste management system based on the PPP
model will ensure proper selection of a waste disposal
site; segregation of household waste; separate disposal
of hazardous or bio-medical waste; and intensive tree
plantation on disposal areas.

An Ayurvedic University is being set up in the state of Naya Raipur as its headquarters.
Hidayatullah National Law University has commenced its courses in its new premises at Naya
Raipur.
Land has been allotted to the Indian Institute of Management and the Indian Institute of
Information Technology for two Ivy League grade institutions to blossom in the very near future.
GEARED FOR ACTION
The Vendanta Group is setting up a world-class cancer hospital and research centre at Naya
Raipur.
A state of the art medical college cum hospital [500 beds] is envisaged in the institutional and
research complex, along with other facilities.

Naya Raipur has attracted large scale investment from reputed national and international
