PPT presentation about the historical low of the Paraguay River and how it affects in the paraguayan economy during the period from 2019 to 2020.
Data analysis and conclusions were made in this presentation to show how important is the river in international trades for the paraguayan economy.

2. INTRODUCTION
● Analysis of the economic consequences of the decrease in the level of rivers in the ports
● The downspout of a river is considered the minimum flow that it can reach at different times of the
year.
● The scarcity of water in the rivers mainly affects the movement of barges, specifically in ports that
are located in Asunción, Pilar, Caacupe-mi, and Villeta.
● The decreasimg of water level of the Paraguay river at an alarming rate forces river transport to cost
overruns.
3. This sector provides its
service for the
movement of
merchandise. Therefore,
its activity generates a
considerable amount of
direct taxes for the state.

5. METHODOLOGICAL APPROACH
The objective of the research is to analyze the
economic impact of the downspout of the river in
the port of Paraguay, 2019-2020.
It was based on a quantitative approach of non-
experimental design, with a cross-sectional and
descriptive section.
42 participants were surveyed through an
eight-questions questionnaire, sent via
WhatsApp using snowball sampling in
May 2021.
6. RESULTS
In Paraguay, international trade, the livelihood of the national economy, is carried out 80% through
its waterway
The fluvial route surpasses
the advantages of land, rail
and air modalities, since it
requires less investment and
maintenance, consumes less
energy, has greater load
capacity and offers more
advantageous prices for the
transport of cargo long
distance
9. According to the president of the Center for
Importers of Paraguay (CIP):
The downspout of the river can affect the economy
in various ways.
10. Measures to continue operating
Guarantees port
operations to
shipping lines,
importers and
exporters,
granting various
benefits
In the case of imports, the loads are
unloaded by river in the port of
Caacupe-mí/Pilar to then be
transferred by truck (in transit) to
the port of Caacupe-mí/Asunción
and dispatched at no additional cost.
Regarding exports, cargoes are
cleared at the Caacupe-mí/Asunción
port and sent by truck (in
transit) to the Caacupe-mí/Pilar
port, at no additional cost to
shipping lines or exporters
Several ports
had to take
measures to
continue
operating
despite the
problem of the
downspout of
the river. As an
example the
Caacupe-mí
port
11. ● Customs revenues for the months of
January, February and June registered
surpluses in 2020 compared to the same
months of the previous year. However, in
the other following months, a deficit of -
9.1% is observed in relation to the same in
2019
● This lower year-on-year collection is
explained by several factors, including the
prolonged drought of the main rivers that
prevents the navigability of barges
Custom revenues
This means
almost
100.000
millions -9.1%
12. Cargo ships Government Extra Cost
This worries the national economy
The drop causes ships to
reduce their cargo capacity
by 60% and the cargo
transportation time
practically doubles
Ineffectiveness of the
government in the search of
possible solutions to face the
current problem is to facilitate
the movement of barges on the
river,
This causes a significant extra
cost in freight for a country that
imports fuel in its entirety,
fertilizers for agriculture, non-
perishable food, and other capital
and consumer products
13. Conclusion and comments
Considering the problems raised in this
investigation, one of the many possible
solutions to face the current problem is to
facilitate the movement of barges on the river,
that is, to carry out efficient dredging in the
most critical areas. of the Paraguayan river.
This would bring positive consequences such
as improvement in customs collection and
achieve more efficient management in import
and export. Finally, it is suggested that the
authorities monitor the critical hydrological
conditions that affect the flow of the Paraguay
River and thus carry out the corresponding
dredging in its critical areas.
