courses in 30 different industries with annual budget
of over US$70 million
 Age of joining Employees Retraining Board
programs lowered to 15

7. What did Government do?
Vocational Training Council
offering career-oriented diploma, professional
diploma, high diploma and associate degree courses
 Government subvention to VTC: US$300
million per year with over 20,000 students

 The policies were designed just to “get by”, for
young people to gain basic skills and be employed in
entry level jobs
 The policies are not intended for young people to
have a choice and to thrive as human beings and
have aspirations
