Structure
• Overview of the illicit trade phenomenon by sector (cultural objects,
pharmaceutical products, excisable goods, etc.).
• The applicable international legal framework (cross- sectoral criminal
justice treaties and sector- specific legal instruments).
• The implementation effort: challenges, practical tips, possible solutions.

COMBATING ILLICIT TRADE IN TOBACCO PRODUCTS:
A GUIDE FOR POLICY-MAKERS
Structure
• Defining the phenomenon (types of activities involved, involvement of
organized crime groups and terrorist groups).
• Countering the ITTP through a pre-established international legal
framework (how various relevant international conventions may be
employed to combat ITTP).
• An analysis of the Protocol to Eliminate Illicit Trade in Tobacco Products: a
guide to implementation.
• Defining the status quo: outlining relevant legislation already
implemented across a selection of countries.

LEGAL HANDBOOKS’ COMMON FEATURES
• Reference to online resources, legal tools and initiatives developed by
other international entities.
• No attempt at quantifying/ measuring illicit trade.
• Comments by other international entities being sought before finalization.
• Soon available in paper and electronic format (freely downloadable from
the Internet).
• Will be translated into all INTERPOL’ s official languages.

• Developing new handbooks providing the legal perspective
