especially the small labs, do not provide
Quality Lab services due to inadequate
resources: (low priority in funding)

9. Laboratory Network
• Since the service capabilities of the health
laboratories at various levels vary, there is a need
for referral of specimens for testing especially for
specialized laboratory services. A formal system of
referral of specimens and reporting of results shall
be established among the various health labs.
• Such networking shall include national hospital
laboratories, local government hospital and health
labs and private hospital and non-hospital labs.
• The Lab network shall serve to strengthen the
capabilities of each Lab within the network to
implement the strategies of the Strategic Plan.

Capabilities of Laboratories at
Various LevelsTo ensure quality, take advantage of
economies of scale and provide efficient
operations, the service capabilities of labs at
various levels differ. The lower level
laboratories will perform simpler tests while
the Regional and National hospital labs will
offer the more complex and expensive tests.
This Dept Circular prescribes what each level
of lab should be capable of performing.
Shall be revised due to provision of analyzers
to Barangay health stations and RHUs. 10

• Thus, per Executive Order No. 36 dated September 19,
2001, “Providing for the Reorganization of the
Administrative Regions in Mindanao and for other
purposes”, Region XII now is called “SOCCSKSARGEN” and
is composed of 4 provinces and 5 cities. These provinces
are: North Cotabato, Sarangani, South Cotabato and Sultan
Kudarat. The five cities are: Cotabato City, Koronadal City,
Gen. Santos City, Kidapawan City and Tacurong City. Only 2
cities considered Chartered cities namely: Cotabato City
and Gen. Santos City. Kidapawan City, Koronadal City and
Tacurong City considered component cities of North
Cotabato, South Cotabato and Sultan Kudarat provinces
