A Message from the President
Visionaries make the difference! That difference can be seen with the growth and development of the
Houston Community College District. From a centralized operation to a decentralized organizational
structure, the change was initiated by visionaries who could look into the future and foresee the changing
demographics and needs of the communities; then, they were able to more strategically provide the
resources required to serve each community. With decentralization, the District’s founding of six Colleges
created a new portfolio of internal processes to become more strategic, focused, and specialized in the
“just-in-time” delivery of educational programs and services. The new dimension has made an indelible mark
that solidifies the connection between the College and communities. As a result, the Northeast College, one
of the six colleges established in 1991, has achieved a record of academic excellence and success. Starting
with less than 50 students in 1991 to over 30,000 students per year today, the Northeast College has local,
national, and international recognition and identity that bespeaks excellence in instruction, programs,
services, technology, and ultimately in student success.
The College has achieved record growth in high-tech programs as reflected in this status report. Residents
of a largely under-served community are elevating their educational attainment and are employed in
high-wage jobs while others are progressing toward Baccalaureate, Masters, and various professional
degrees. It is a gratifying experience to witness the impact that the College has on the students it serves to
help them discover their “ethos” or their “why” and to help them to navigate their pathways to success.
And to be clear, Student Success is a part of the HCC Mission.
It is a pleasure to present this status report. This report is intended to highlight some of the tremendous
successes of the College during the academic year and to share the pertinent information about programs,
services, and riveting stories of student success that will inform but might also inspire others to pursue their
educational goals. This status report is a snapshot of the College at one point in time during this 2013-2014
Academic Year. With continuing enrollment and flexible scheduling throughout the year, the record of student
success is always dynamic and changing.
We continue to celebrate: from successful bond referenda to annexation and from annexation to enormous
growth and student successes in educational attainment – we celebrate. We celebrate our students and we
celebrate our communities. Their accomplishments allow the college to serve in the present as we plan for
the future.

About Houston Community College Northeast
COMPREHENSIVE
After 20 years of service to the community, the Houston Community College System reorganized the district
into six colleges, which included the Northeast College. The Northeast College’s story is one of growth,
developing new opportunities for training and preparing the workforce of today and tomorrow.
Since 1992, Houston Community College Northeast (HCC Northeast) has experienced unprecedented
enrollment and opened multiple campuses within its service area. The entire HCC Northeast service area
encompasses 124.6 square miles and serves residents living within the north and east sectors of the
Houston Independent School District.
HCC Northeast is a progressive institution comprised of four campuses and one specialized training center
and is designed to deliver education and training in the heart of local communities. Instructional sites include
the Northeast Campus, Northline Campus, North Forest Campus, Pinemont Center and the Automotive
Technology Training Center.
The Northeast College is comprehensive and offers academic and specialized career and technical education
that meets global workforce needs. The College also offers Associate of Applied Science (AAS), Associate
in Science (AS) and Associate in Arts (AA) degrees, specialized certificates, university transfer courses, dual
credit, workforce training, continuing education and adult basic education programs. Northeast College
promotes student engagement and provides exceptional enrichment activities, quality student development
services, face-to-face and online tutoring as well as cultural and civic engagement experiences.
Known for its high-tech training in science, technology, engineering and mathematics (STEM), energy,
public safety, business administration and transportation, HCC Northeast serves as a pipeline to industry by
delivering well-trained graduates for in-demand career fields.

New Northline Campus
Established in 1993 as a full-service community college campus in a mall, Northline Campus introduced a
new educational concept to the community that has grown from its initial 50 students to serving over 3,000
students each semester. As the community’s landscape transitioned to support growth, the College moved
away from the mall concept and took advantage of an opportunity develop a state-of-the-art instructional
facility. A newly built, multi-storied, 116,500 square foot Northline Campus opened for summer classes in
May 2008.
2003 Capital Improvement Plan
In 2003, Northeast College was able to embark upon expansion in the northeast service area when voters
approved a bond in an election. Funds were used for new acquisition, new construction and improvements
to existing facilities. The Northeast Campus Learning Hub and Science and Technology Building augmented
Northeast College’s state-of-the-art learning environment. These facilities have enhanced program offerings
at Northeast College and created a home for the premier Division of Science and Engineering Technologies
and HCC Energy Institute.

15. HCC Service Plan for the North Forest Community
In 2009 the North Forest community was successfully annexed, bringing approximately 20,383 households
into the Houston Community College District. Dr. Margaret Ford Fisher created a North Forest Blue
Ribbon Committee to fulfill the requests of the community that were brought forward during annexation.
The committee is made up of North Forest residents and community leaders, which serve as advisors to
the college.
In addition, an Annexation Service Plan was created which established the North Forest Vocational/Technical
Educational Center as a temporary location in Forest Brook Middle School. The campus has recently
relocated to a new facility located at 6010 Little York Road in the heart of the North Forest community. The
new space increases HCC’s capacity to grow in North Forest and provides more career program offerings,
services and community activities.
HCC Blueprint for the Future – 2012 Bond Referendum
In 2012, HCC hosted an important dialogue on higher education opportunities for the community’s future.
HCC leadership presented its Facilities 2012 Bond Program, which ensures that HCC will have new or
renovated facilities and the technology to meet student needs, especially in high-demand areas such as
science, technology, engineering and math (STEM) education, energy and health sciences.
As a part of the 2012 Bond Program, Northeast College is slated to receive a new parking garage and
education building at the Northline Campus, a new Workforce Building and Center of Excellence in Automotive
Technology at the North Forest Campus and a replacement facility for Pinemont Center. The bond allocation
increases Northeast College’s ability to provide market-driven training, adult education, continuing education

16. Enrollment Growth at Northeast College
Northeast College has experienced significant growth over the past decade to over 13,000 unduplicated
students served each term. Enrollment growth at Northeast College can be credited to the strategic
implementation of new high-tech programs, state-of-the-art facilities, scheduling redesign, expansion of
distance education, and the annexation of the North Forest community.

HCC Northeast continues to align itself with the Houston Community College’s mission of being the
opportunity institution for every student by encouraging students’ use of “learning communities.” Created to
help students gain a better understanding of subject matter and correlation in classes and often conducted
by two or more professors teaching in similar disciplines; learning communities integrate two or more
courses that make the connection between academic, personal and professional success.
HCC Northeast Weekend College & Sunday College of Business
Non-traditional students who lead busy lives with both work and family obligations have the option of
attending the college’s Weekend College and the Sunday College of Business to enhance their academic
goals, career path and business acumen while maintaining their regular schedules. Classes are offered on
Friday evenings, Saturdays, or Sundays.

anyone wanting to start off on their degree and have a more

Dual Credit Program
The Northeast College offers high school students an opportunity to earn both college and high school credit
at the same time. Some courses are taught at participating northeast area high school campuses during
the school day while others are taught at HCC Northeast campuses, day, evening and weekends. The dual
credit program enables students to make substantial progress toward a college degree before finishing high
school. Students enrolled in the program can ultimately graduate with both their high school diplomas and
an associate degree or certificate. HCC Northeast offers dual credit and college preparatory through a
partnership with Houston ISD that includes the North Houston Early College High School. The College
provides dual credit support to 14 feeder high schools within the school district.

Science, Technology, Engineering and Math (STEM) Academies
In partnership with the Division of Science and Engineering Technologies, Furr High School, Thurgood
Marshall High School, Milby High School, Booker T. Washington High School and Wheatley High School each
host STEM academies that have been established to introduce high school students to emerging industries
in engineering processes and solar/wind energy. Students who complete the courses in the academies
receive dual credit and earn both high school diplomas and college certificates or an associate degree. Thus,
students are able to leave high school with the ability to enter the workforce with viable and needed skills
for growing technological industries.

Career Pathways
Division of Science and Engineering Technologies
The Division of Science and Engineering Technologies (DSET) at Houston Community College Northeast
is the premier center for high-tech training in Science, Technology, Engineering and Math (STEM) and
Energy programs. The division is an academic hub that offers hands-on career and technical education
related to planning, managing and providing scientific applied research and technical services for energy,
manufacturing, construction, medical, processing, chemical, petroleum, renewable, sustainable and
related industries.
The Division also houses the Energy Institute that specifically addresses the critical shortages of qualifying
technical personnel in energy and related industries. Programs in the Energy Institute receive support from
the U.S. Department of Energy and the Department of Education.
The Division provides education and training that prepares students for a direct path to enter the workforce
or transfer to a four-year university. Highly qualified faculty and experienced engineers provide education and
training that can lead to high wage employment opportunities for students enrolled in DSET programs.

According to “Help Wanted: Projections of Jobs and Education Requirements Through 2018,” Texas needs to

Annually, HCC Northeast hosts a STEM

27. Public Safety Institute
HCC Northeast contributes to Houston’s critical
personnel in EMS, fire and law enforcement by
providing state recognized training at its Public Safety
Institute (PSI). PSI is a state-of-the-art regional training
facility for police, fire fighter and paramedic training.
The Public Safety Institute is comprised of the Police
Academy, Fire Protection Technology Program and
Academy and the Emergency Medical Services Program.
The Public Safety Institute trains 70% of the emergency
responders that work as the first line of defense against
crime, health and natural disasters in Houston and
surrounding areas. The Public Safety Institute offers both
AAS degrees and certificates are offered in each program.
The Texas Higher Education Coordinating Board has
ranked the Public Safety Institute programs exemplary.
The PSI also partners with local and state agencies to
provide customized training and professional
development for first responders.
Fire Protection Technology
The Fire Protection program provides training and
education in fire and arson investigation, fire suppression,
fire prevention and fire service management.
Law Enforcement/Police Academy
The Law Enforcement program provides knowledge and
skills related to planning, managing and providing legal,
public safety, protective and homeland security services.
Emergency Medical Services
The Emergency Medical Services program is designed
to orient students to both entry and advanced-level
emergency care as it relates to assessment, treatment,
management, and ongoing evaluation of the critically ill
and injured patients in their care.

Student Success
Kimi Duplichan
HCC Northeast Sunday College of Business
As a child, life was not easy for Kimi Duplichan. After
losing her father at a young age, Duplichan and her
three siblings were raised by their mother who was
forced to care for them alone. Duplichan began working
at fifteen years old, married soon after graduating from
high school and had her first child by age 20.
Although she had no college training, a Houston
architectural firm hired Duplichan where she worked in
human resources for 25 years. However, when the
CEO of her firm decided to hire people from the
outside with a master’s degree, Duplichan felt she was
no longer needed. Duplichan earned a good reputation
in the industry and was hired within the year by by
another firm.
Duplichan still yearned for college training, so she
enrolled in the Sunday College of Business at Houston
Community College Northeast. The Sunday College
of Business is a unique program where students can
attend classes all day on Sundays and work towards
completing a Business Administration associate degree
or certificate. The program offers training in business
management, entrepreneurship and human resource
management. “I would highly recommend the Sunday
College of Business to any working person who is held
back in their jobs by lack of education,” says Duplichan.
Duplichan believes being enrolled in the Sunday College
of Business and studying to earn an Associate of
Applied Science Business Administration has bolstered
her confidence and placed her on a pathway to success.

Rudy Falcon
ProcessTechnology Program
After graduating from the University of Houston-
Downtown with an undergraduate degree, Rudy Falcon
was desirous of a more challenging and rewarding career.
Falcon found that the HCC Northeast Process
Technology program fit perfectly with his career and
personal goals. “Unlike a four-year degree, which requires
you to take classes you may never use, the process
technology program at HCC provides a pragmatic
education and one which you will use everyday in your
career,” says Falcon. In the program, Falcon reports that
he experienced instructors who were passionate,
encouraging, and extremely knowledgeable in their
areas of expertise.
As a part of the program, Falcon also had the opportunity
to participate in an internship at Shell Refinery/Chemicals
in Deer Park, Texas where he gained hands-on experience
in the field. Falcon graduated in December 2011 with an
Associate of Applied Science degree in process technology
and was a member of the Shell New Hire Class 202. He
now works as an incident investigator for Shell Refinery
and is enrolled in the Occupational Safety online program
with Eastern Kentucky University.
Falcon understands that his chosen field is more than a
career; it is a “lifestyle” that one must be prepared for.
“I can proudly say that I am where I am thanks to the
education I received at HCC,” says Falcon. “HCC Northeast
possesses state-of-the-art equipment which is envied of
many schools in our area. Top-tier companies hire top-tier
students. In this business, a sharp mind will get you a lot
farther than just being able to put in lots of hours at work.
If your motivation is strictly the money, then you should
look elsewhere.” Falcon further expressed that his career
has provided the resources that have made it easier to
enjoy life, but it takes hard work to achieve success.
32. Lamine Ganame
Petroleum EngineeringTechnology Program
When Lamine Ganame arrived in Houston from West
Africa five years ago, he never imagined that his life
would be so different today. He knew that great
educational opportunities existed in the United States
and wanted to take advantage of them once he settled
into Houston.
“I was looking for the best way to get into the oil and
gas industry, so I searched online and found Houston
Community College Northeast,” says Ganame. His quick
search led him to the HCC Northeast Division of
Science and Engineering Technologies webpage where
he found detailed information on multiple programs and
video highlighting each program. “HCC Northeast offers
so many career options for entering the industry, but I
felt that the Petroleum Engineering Technology program
would be a great stepping stone to becoming a
petroleum engineer.”
In summer of 2012, Ganame landed his first internship
through a visit from Conoco Phillips to HCC Northeast.
A student networking opportunity, coupled with
experience, opened the door to a second internship
with Occidental Oil and Gas Corporation during the fall
semester. Ganame completed an associate degree in
Petroleum Engineering Technology and was hired by
Occidental Oil and Gas as a petroleum engineer
technician with a starting salary of over $70,000.
Ganame continues to give back to the College by
mentoring students, by actively participating in the HCC
Northeast chapter of the SPE and bringing engineers on
campus to speak to members.

Community Involvement
HCC Northeast has very unique connections to some of the most historic and productive communities in
the metropolitan Houston area. Ensuring ongoing involvement in the consistent growth of surrounding
neighborhoods is mutually beneficial. Through the College, students have the opportunity to volunteer and
engage in cultural and community activities and events that are held throughout the northeast service area.
HCC Northeast students lend their talents and time to community projects, cultural celebrations, fundraising
efforts and so much more.
The College participates in a variety of community meetings, chamber of commerce meetings, outreach
events and advisory boards. Northeast College also seeks community input that guides the College in its
decision-making processes. Northeast College partners with industry leaders through advisory boards, which
help the College develop new and innovative programs to meet the demands of a 21st century workforce.
Moreover, Northeast College hosts a variety of events and activities as a public service to the community
including an annual Science Expo and the Art Hub Gallery.

Houston Community College Northeast has state-of-the-art instructional facilities conveniently located to
serve northeast Houston. HCC Northeast has five locations that serve the northernmost part of
Houston ISD. The entire service area encompasses 124.6 square miles of northeast Houston area
neighborhoods and covers 14 zip codes.
Northeast Campus – 555 Community College Drive, 77013
Located in Houston’s industrial nucleus near I-10 East and Mercury Drive, Northeast Campus focuses upon
preparing students for high-demand technical and vocational occupations. The campus covers over 138 acres
and is comprised of high-tech educational facilities that allow students to obtain hands-on career training
with state-of-the-art equipment and instruments.
The Northeast Campus is a full-service campus that offers admissions/registration, financial aid, counseling/
advising, assessment testing, student recreation and library services. The Northeast Campus also features:

Northline Campus is located near Houston’s burgeoning retail area near
I-45 North and bordered by main thoroughfares Airline Drive, Crosstimbers,
and Little York Road. The academic center is a one-stop shop for academic
education and workforce training, student services, cultural activities and
student life.
The Northline Campus houses the North Houston Early College High
School that provides academic courses for northeast area high school
students interested in earning a college degree while attending high school.
Automotive Technology Training Center – 4638 Airline, 77022
Located near the Northline Campus, the Automotive Technology Training
Center (ATTC) provides students interested in entering this field with a
state-of-the-art curriculum, a well-equipped facility and hands-on training
provided by experienced, certified instructors. ATTC meets the demand for
trained technicians in the high-tech automotive and diesel industry.
Pinemont Center – 1265 Pinemont, 77018
Nestled in the midst of Houston’s historic neighborhoods, Pinemont
Center serves as the academic and technical/vocational hub for Acres
Home, Oak Forest, Greater Heights, Independence Heights and other
surrounding communities. At the Pinemont Center, students move toward
certifications or AAS degrees offered by the college. Known for the Drafting
and Design Technology Program, Pinemont Center offers technical training
to students who desire careers in the fields of architecture, manufacturing,
construction and engineering.
North Forest Campus – 6010 Little York, 77016
Primarily serving North Forest and surrounding areas, the HCC North
Forest Campus offers academic and workforce training courses days,
evenings and Saturdays throughout the school year. The campus offers a
student service center, student lounge, classroom and lab space, an open
computer lab and a small business incubator. Workforce programs offered
at the campus include Drafting and Design Technology and introductory
courses for energy feeder programs.
