According to a 2013 global survey of 3,000 facility and energy management executives, 73%
of organizations had made internal or public goals to reduce energy consumption.
Organizations that made public goals implemented 50 % more efficiency measures last year
and were 2.7 times more likely to increase investments next year than organizations without
goals.
In 2012, more than 20 states of the USA had a binding energy savings targets or energy
saving obligation plans (called EERS, Energy Efficiency Resource Standards). Overall, the
savings plans would save around 225 TWh by 2020.
UK’s Department of Energy and Climate Change (DECC) created the country’s Carbon Plan,
which is aimed at cutting carbon emissions by 80% by 2050 compared with 1990 levels.
In Germany, The National Energy Efficiency Action Plan 2008-2016 sets an energy savings
target of 231 TWh in buildings, transport and small industries.
In China, the 12th Five-Year Plan (2011-2015) set a new 16% energy intensity reduction
target for 2015, compared with the 2010 level. Within the framework of the plan,
enterprises are required to appoint energy managers; measure and report on energy
consumption; prepare energy conservation plans; and reach energy consumption reduction
targets.
