HOUSEHOLD INCOME AND EXPENDITURE
SURVEY (HIES)
The Household Income and Expenditure Survey (HIES) is a sample survey
conducted for the Statistics Bureau. It aims to know about the actual
conditions of income and expenditures of household in order to provide
basis for social and economic policies.
Through this survey information is collected about household size; the number
of employed people and their employment status, main sources of income;
consumption patterns; the level of savings; and the consumption of the major
food items.
BACKGROUND OF HIES IN PAKISTAN
 The HIES was started in 1963 and continued with some
breaks.
 In 1990, the questionnaire was revised to address the
requirements of new system of National Accounts.
 Then 4 surveys of 1990-91, 92-93, 94-95 and 96-97 were
conducted with revised questionnaire.
 In 1998, the HIES was combined with Pakistan Integrated
Household Survey (PIHS).
 The HIES surveys of 1998-99 and 2001-02 were conducted
as an integrated with PIHS, Methods of collection of data
and questionnaire were revised.
 Around 18000 Households are Surveyed In Latest Survey.
Few Definitions
Household: A household may either be single-person or multi-person.
A Single-Person Household refers to one where an individual makes
provision of food and other living essentials. Without any usual place
elsewhere.
A Multi-Person Household is the group of two or more persons who lives
and eats together under one roof. And without any usual place of residence
elsewhere.
The persons constituting the group may combine their income and have
a common budget for household.
The persons in Multi-Person Household may be related, unrelated or
both.

Household Income:
Is the sum of monetary income “In Cash” and income “In Kind”.
Household income In Cash includes all money receipts such as wages,
salaries, rent from land and property, income from self-employment, gifts, and
assistance etc.
Household income In Kind includes wage payments in kind through goods and
services transferred free of charge by an enterprise (including farm products) to
an employee and to the household of the owner or part owner of the enterprise.
it also includes the value of home production that is consumed within the
household (e.g. agricultural products, livestock products etc.).

Few Definitions
Where an employee buys from his employer, for his household consumption,
goods and services at concessionary/subsidies prices and thus obtains a
significant advantage, the value of these concessions/subsidies is also taken into
account as income "in kind".
Remittances in kind, gifts and assistance, zakat and other transfers in kind are
considered income "in kind".
Household Income:
Is the estimated value at current market prices of the goods and services received
by the household for which no cash payment is made. Imputed income includes
the estimated value of home produced goods consumed by the household, rent
from owner occupied and rent free dwellings, gifts and assistance received in kind
and wages and salaries paid in kind free of cost by the employers.
For example for wheat received in kind, the enumerator will report the
market value of wheat received under the column wages & salaries.

The amount of income left to an individual after taxes have been paid,
available for spending and saving.

Consumption Expenditure:
Household consumption expenditure refers to all money expenditure by the
household and individual members on goods intended for consumption and
expenses on services. It also included the value of goods and services received
"in kind" or "own produced" which are consumed by the household.
Paid & Consumed and Unpaid & Consumed:
Those for which household paid or got in exchanged and consumed, it is called
paid & Consumed while Unpaid & Consumed are:
