industry which would be a big job creator. The lack
of awareness of such natural jewels as Chilika is
one sign of how much below potential the industry

7. India has a very large number of small
farmers. A farmer takes the biggest
risks, but has a small voice in the
market. Collectivisation of farmers thus
becomes very necessary for their
economic betterment. Unfortunately,
that hasn't been very successful in India
(besides in dairy). Perhaps, the success
in milk could serve as a model for other
farm produce too.
