AC Transit Disadvantaged Business Enterprise (DBE)
The Dept of Transportation's DBE program is put in place by States thru local transportation agencies called “recipients”
Recipients are required to ensure eligibility of DBE firms participating in DoT contracts
Firms who participate as a DBE must be certified by the California Unified Certification Program (CUCP)
How the DBE Program Works
What is the California Unified Certification Program (CUCP)?
Statewide program required by DoT to assist disadvantaged businesses
All DoT California recipients are required to participate in the CUCP
Purpose is to provide “one-stop shopping” for certification services to small businesses
Applicant applies only once for a DBE certificate honored by all recipients in the State
Recipients are either Certifying or Non-Certifying agencies
Benefits of DBE Certification
Increased business exposure
Single State CUCP DBE Database
Database use by Agencies for all DoT-funded contracts
Database use by contractors, consultants, and other organizations to locate DBE firms
Database availability on the Internet

A DBE firm is accepted on all DoT funded contracts in California, including the American Recovery and Reinvestment Act (ARRA)
Alameda Contra-Costa Transit DBE Race-Neutral Program
Supports a race-neutral contract goal program
No specific contract goals are used in contracts, the District is committed to fair and open competition for all procurement actions
May change to race-conscious program if a future disparity study shows evidence of discrimination in the contracting industry to support race-conscious measures
DBE Liaison Officer
Administers the District’s race-neutral program
Gives advice to contractor/sub-contractors on how to do business with the District
Shares information at out-reach conferences and seminars
Provides technical assistance on certification/DBE processes

NAICS classification code guidance
DBE certifying agency locations and POCs
Communicating District DBE objectives, projects and focus
