NorthStar was selected to D&D the University of Illinois’ 1950’s era Mark II
Training, Research, Isotopes, General Atomics (TRIGA) reactor and nuclear
reactor laboratory. NorthStar dismantled, removed, and packaged the reactor,
systems, and structures and decontaminated and removed radiologically
contaminated surfaces, components, and debris with unrestricted site release
in accordance with 10 CFR 20. This included the removal and packaging of the
60R/hr. rotary specimen rack and other irradiated hardware from the reactor
core area into a Type A cask.
Built in 1959, the research reactor was placed in “safe storage” mode in 1998,
when its 30-year operating license expired. The 1.5 megawatt reactor was used
for research, student instruction, and service to the industry. It produced no
electricity, but was used in a wide variety of research applications. The NRC
terminated the University’s reactor license in January 2013, following
NorthStar’s demolition of the facility and FSS.
Working within the regulatory framework of the Nuclear Regulatory
Commission (NRC) and Environmental Protection Agency (EPA), contaminants
were removed inside the facility and included neutron-activated aluminum,
steel, concrete, and fission products and laboratory radiological nuclides used
in various experiments.

NorthStar, in conjunction with the third largest demolition contractor in the
UK, was awarded a Framework contract for decommissioning, demolition and
asbestos abatement work within the licensed plant areas across the fleet of
Magnox type nuclear power plants in England, Scotland and Wales.
Work has centered around the dispositioning of spent fuel storage ponds. The
NorthStar team has assessed existing conditions at six of the now shuttered
Magnox generating stations and has prepared methodologies for the
decommissioning and demolition of these facilities consistent with the Magnox
preferred entry state for care and maintenance of the plants.
In addition, the NorthStar team is engaged with Magnox to perform the
demolition of a former Graphite Handling Facility and ancillary support
facilities for the fuel storage ponds at two other Magnox plant sites.
The majority of the Magnox generating stations have been shut down after
roughly 40 years of successful operation. Magnox has prepared an optimised
decommissioning programme to facilitate the timely and efficient closure of
the plant sites. The NorthStar team Framework contract is an integral part of
the Magnox closure strategy.

NorthStar was a core member of the team removing and dis- posing of two
nuclear reactors plus a radioactive waste vault and its associated tanks at the
DOE’s Hanford Site 300 Area, which originally housed fuel manufacturing
operations and experimental & laboratory facilities for the entire site.
In addition to the disposition of the two reactors and waste vault, NorthStar
completed the excavation and remediation of the following waste sites in the
300 Area: 321, 3706, 340, 327, 3716, 300-284 and the 300-15 process sewer
lines. In total, NorthStar remediated and packaged approximately 200,000 tons
of contaminated soils/materials for disposal at ERDF. Additionally, NorthStar
excavated and stockpiled another 50,000 tons of soil for reuse as backfill
material.
From 1947 to 1987, reactors at the Hanford Site, a 586-square-mile area of
high desert in southeastern Washington, produced plutonium for America’s
defense program.
In 1989, the DOE, EPA, and Washington State Department of Ecology entered
into a legally-binding accord to clean up the site to mitigate risk to the local
environment including the Columbia River.

In March 2011, NorthStar was contracted by the University of Arizona to
decontaminate and decommission (D&D) the University’s Training, Research,
Isotopes, General Atomics (TRIGA) reactor and in its nuclear reactor laboratory.
NorthStar dismantled the reactor and its ancillary support systems, removing
all radioactive materials from the NRL, and reducing the radioactivity to levels
that permitted release of the licensed area for unrestricted use and License
termination. Activities were completed in accordance with 10 CFR 20.
Many of the reactor components and systems were either activated or
contaminated and were segregated from non-radiological components, so that
they could be disposed of as low level radioactive waste (LLRW). NorthStar’s
waste minimization emphasis resulted in a reduction to the overall volume of
waste. Highlights of the project included:
• D&D of unique reactor systems and configurations.
• Packaging of radiological contaminated debris for disposal at off-site
licensed facilities.
• Final Status Survey activities to support unrestricted release of the
University’s Nuclear Reactor Laboratory.

The dismantlement of Consolidated Edison’s five-block steam and electricity
power plant in midtown Manhattan was phased over a five-year period,
tackling numerous challenges related to a densely urban and compact
construction site.
SURGICAL DEMOLITION The five-block Kips Bay, multi-building campus was
squeezed between FDR Drive, First Avenue, and the Queens-Midtown Tunnel
vents, with the tunnel running un- der the property. NorthStar demolished the
11-story office building and support structures first. The switch house and
frequency house both had an arched roof like a gymnasium, so it was carefully
removed to reduce the potential for the walls to become unstable.
The next phase was the most challenging. Three 300-foot steel stacks,
reinforced with gunite, towered over the two 17-story power plants. These
structures were dismantled by hand in a very controlled manner until the core
machinery was visible. The exterior walls of the power plants rose flush to the
sidewalk boundary requiring hand demolition on these exposed walls to
protect pedestrians, traffic and contiguous property. High-reach equipment
was used on the demolition of the lower level power plants

PG&E’s Humboldt Bay Power Plant (HBPP) was repowered to more efficiently
meet California’s growing power needs. As part of this effort, NorthStar abated
and demolished shuttered major components of the plant to make room for
new facilities, including a 2.7 million gallon liquid fuel oil tank, 4,200-linear-foot
fuel oil pipeline, and series of structures, facilities, and underground utilities.
The 143-acre nuclear power plant site was built in the 1950s and operated
from 1963-1976 until concerns about newly discovered seismic faults
combined with more stringent nuclear requirements following the Three Mile
Island accident rendered the small plant unprofitable. In 1988, the nuclear
plant went into SAFESTOR status, except for two original fossil-fuel-powered
steam-turbine generators, which continued to produce power.
The underground utilities posed a unique set of challenges. Record drawings of
the subsurface conduit locations and the changes that had taken place over the
last 50 years could not be located. As a result, the subsurface demolition had
to be meticulously executed. Also, pre-project engineering evaluations and
procedures included field “hold points” to identify and verify if utilities were
‘live’ so work crews would be safe and avoid disruption to plant operations.

NorthStar was contacted by TECO to dismantle a hung boiler weighing
approximately 3,000 tons at their Gannon Generating Station in Tampa,
Florida. There was no dropping of material allowed due to an operating turbine
within close proximity. All steel was lowered to the ground by crane. The scope
required the boiler and support equipment to be dismantled in 3 phases.
Phase I – Dismantle the Boiler without disturbing the main structure. This
phase was conducted by using pneumatic winches (Air Tugers) to lower the
steam piping, water wall frame and water walls. After the water walls were
lowered to the ground, the boiler roof and floor were opened and a 300-ton
crawler crane completed the boiler dismantlement.
Phase 2 – Dismantle the Coal Hoppers from the roof of the Turbine Building
while it was still operating. Working over the 150’ tall boiler structure, the 300-
ton crane was used to lift out sections of the Coal Hoppers allowing for
dismantlement of the steam drum remaining boiler support structure.
Phase 3 – Using the 300-ton crawler crane, remove the Steam Drum and upper
50’ of the boiler structure.

This project included the demolition of four concrete and brick smoke stacks,
250-ft high, in two phases. The first phase included the demolition of Units 3
and 4. The demolition of stacks 1 and 2 commenced in Feb. 2009.
A unique feature of this project was the location of the smoke stacks. The
stacks were located in the close proximity to an active unit and surrounding
structures. Due to the location constrains, NorthStar demolished the structures
utilizing manual labor. The project required a 250-ft scaffolding tower to be
constructed for each stack for manual demolition. NorthStar successfully
protected the adjacent active structures and operating plant systems. During
all removal operations, NorthStar coordinated all activities to prevent
disruption of plant operations.
NorthStar recycled over 98% of the project volumetric rate during Phase 1, and
92% of the project materials were recycled on site.
NorthStar developed and maintained a critical path schedule to maximize
efficiencies during each phase and safely logged over 16,000 man-hours during
the 12 week schedule.

  • 8. Key Nuclear Clients 8The Safe Decontamination & Decommissioning Experts Highlights NorthStar was selected to D&D the University of Illinois’ 1950’s era Mark II Training, Research, Isotopes, General Atomics (TRIGA) reactor and nuclear reactor laboratory. NorthStar dismantled, removed, and packaged the reactor, systems, and structures and decontaminated and removed radiologically contaminated surfaces, components, and debris with unrestricted site release in accordance with 10 CFR 20. This included the removal and packaging of the 60R/hr. rotary specimen rack and other irradiated hardware from the reactor core area into a Type A cask. Built in 1959, the research reactor was placed in “safe storage” mode in 1998, when its 30-year operating license expired. The 1.5 megawatt reactor was used for research, student instruction, and service to the industry. It produced no electricity, but was used in a wide variety of research applications. The NRC terminated the University’s reactor license in January 2013, following NorthStar’s demolition of the facility and FSS. Working within the regulatory framework of the Nuclear Regulatory Commission (NRC) and Environmental Protection Agency (EPA), contaminants were removed inside the facility and included neutron-activated aluminum, steel, concrete, and fission products and laboratory radiological nuclides used in various experiments. • 18. 18The Safe Decontamination & Decommissioning Experts Highlights The dismantlement of Consolidated Edison’s five-block steam and electricity power plant in midtown Manhattan was phased over a five-year period, tackling numerous challenges related to a densely urban and compact construction site. SURGICAL DEMOLITION The five-block Kips Bay, multi-building campus was squeezed between FDR Drive, First Avenue, and the Queens-Midtown Tunnel vents, with the tunnel running un- der the property. NorthStar demolished the 11-story office building and support structures first. The switch house and frequency house both had an arched roof like a gymnasium, so it was carefully removed to reduce the potential for the walls to become unstable. The next phase was the most challenging. Three 300-foot steel stacks, reinforced with gunite, towered over the two 17-story power plants. These structures were dismantled by hand in a very controlled manner until the core machinery was visible. The exterior walls of the power plants rose flush to the sidewalk boundary requiring hand demolition on these exposed walls to protect pedestrians, traffic and contiguous property. High-reach equipment was used on the demolition of the lower level power plants One 11-Story Office Building Two 17-Story Power Plants TRC Environmental Salvage & Asset Recovery Decommissioning & Demolition Hazardous Material Abatement Zero OSHA Recordable Incidents 1 Consolidated Edison KIPS BAY Power Plant | New York, NY Key Power Clients December 2014
  • 19. 19The Safe Decontamination & Decommissioning Experts Highlights PG&E’s Humboldt Bay Power Plant (HBPP) was repowered to more efficiently meet California’s growing power needs. As part of this effort, NorthStar abated and demolished shuttered major components of the plant to make room for new facilities, including a 2.7 million gallon liquid fuel oil tank, 4,200-linear-foot fuel oil pipeline, and series of structures, facilities, and underground utilities. The 143-acre nuclear power plant site was built in the 1950s and operated from 1963-1976 until concerns about newly discovered seismic faults combined with more stringent nuclear requirements following the Three Mile Island accident rendered the small plant unprofitable. In 1988, the nuclear plant went into SAFESTOR status, except for two original fossil-fuel-powered steam-turbine generators, which continued to produce power. The underground utilities posed a unique set of challenges. Record drawings of the subsurface conduit locations and the changes that had taken place over the last 50 years could not be located. As a result, the subsurface demolition had to be meticulously executed. Also, pre-project engineering evaluations and procedures included field “hold points” to identify and verify if utilities were ‘live’ so work crews would be safe and avoid disruption to plant operations. 143-Acre Shuttered Power Plant TRC Customer Solutions Debris Recycling Mechanical Demolition Torch Cutting Demolition Hazardous Material Abatement Zero OSHA Recordables 2 Humboldt Bay Power Plant | Eureka, CA Key Power Clients December 2014

Highlights included demolition of two (2) 180-ft tall boilers, two (2) 790 MW turbines, four (4) eight (8) million gallon storage tanks and a 500-ft tall concrete stack. Demolition activities were performed around the Control Room which remained active during the first few months of the project. Pond closure required the relocation of 2.5 million cubic yards of materials before completing the on-site landfill closure. NorthStar coordinated with local city and county officials to complete the 3 year project with over 300,000 man-hours without a lost time injury. 1,580 mega-watt generating facility, 500-ft Stack & 180-ft Boilers Southern California Edison Salvage & Asset Recovery >40,000 tons Scrap Recycled Decommissioning & Site Remediation ACM Abatement & ORM Removal >300,000 Man-hours w/o Lost Time Injury 4 Mohave Generating Station Decommissioning I Laughlin, NV Key Power Clients December 2014
  • 22. 22The Safe Decontamination & Decommissioning Experts Highlights NorthStar was contacted by TECO to dismantle a hung boiler weighing approximately 3,000 tons at their Gannon Generating Station in Tampa, Florida. There was no dropping of material allowed due to an operating turbine within close proximity. All steel was lowered to the ground by crane. The scope required the boiler and support equipment to be dismantled in 3 phases. Phase I – Dismantle the Boiler without disturbing the main structure. This phase was conducted by using pneumatic winches (Air Tugers) to lower the steam piping, water wall frame and water walls. After the water walls were lowered to the ground, the boiler roof and floor were opened and a 300-ton crawler crane completed the boiler dismantlement. Phase 2 – Dismantle the Coal Hoppers from the roof of the Turbine Building while it was still operating. Working over the 150’ tall boiler structure, the 300- ton crane was used to lift out sections of the Coal Hoppers allowing for dismantlement of the steam drum remaining boiler support structure. Phase 3 – Using the 300-ton crawler crane, remove the Steam Drum and upper 50’ of the boiler structure. Multiple Critical lifts required around operating Turbine. • 25. 25The Safe Decontamination & Decommissioning Experts Highlights This project included the demolition of four concrete and brick smoke stacks, 250-ft high, in two phases. The first phase included the demolition of Units 3 and 4. The demolition of stacks 1 and 2 commenced in Feb. 2009. A unique feature of this project was the location of the smoke stacks. The stacks were located in the close proximity to an active unit and surrounding structures. Due to the location constrains, NorthStar demolished the structures utilizing manual labor. The project required a 250-ft scaffolding tower to be constructed for each stack for manual demolition. NorthStar successfully protected the adjacent active structures and operating plant systems. During all removal operations, NorthStar coordinated all activities to prevent disruption of plant operations. NorthStar recycled over 98% of the project volumetric rate during Phase 1, and 92% of the project materials were recycled on site. NorthStar developed and maintained a critical path schedule to maximize efficiencies during each phase and safely logged over 16,000 man-hours during the 12 week schedule.
