TNMSC
Tamilnadu medical services corporation ltd..,(TNMSC) is a
government company , incorporated under The Companies
Act,1956 on 1/7/1994.
It has commenced its functions of purchase, storage and
distribution of drugs and medicines from January 1995.

OBJECTIVE
 Its primary objective is to ensure ready availability of
quality drugs, medicines and medical equipments in the
Govt.Medical Institutions throughout the state .
 Adopting a streamlined procedure for their procurement,
storage and distribution.
 “ Service to the Public ” is the motto of the Corporation.

At present the Master Health Checkup center at Rajiv Gandhi
Govenment General Hospital is managed by TNMSC. The checkup is

GI Bleed and Hepatobiliary Centre
 The GI Bleed and Hepatobiliary Centre (ISO 9001:2000
certified) now merged with State of the Art “Liver
Transplant Centre” in Surgical Gastroenterology Dept. at
Govt. Stanley Hospital, Chennai, is provided with
payward facilities and lab services.
 Administrative charges of Rs. 5000/- will be collected on
admission and depending upon the nature of the
treatment and period of stay, additional payment in
multiples of Rs.5000/- would be charged.
 No other charges would be collected for surgeries and
other treatment except lab services

Budget
Government makes budget allotment to Heads of
departments every year.
 Heads of departments distribute this budget allotment
to the institutions based on which passbook is issued
for lifting the drugs.
 Heads of departments deposit 90% of this budget in
the P.D. Account of TNMSC for the purchase of drugs.
 TNMSC withdraws this amount as and when required
for making payment to the suppliers.
 Heads of departments allocate 10% of budget allotment
to the institutions for local purchase.

SALIENT FEATURES - COVER “A”
 License for the product quoted
 Minimum three years market standing for the drug
issued by the licensing authority
 Minimum turn over of Rs. 35 lakhs
 Non conviction certificate for three years
 GMP certificate
 For surgical and suture items / blood bank consumables,
the rates of only those items are considered where the
sample has passed in clinical evaluation.

SALIENT FEATURES IN COVER ‘B’
 Printed format for quoting the landed price excluding Sales
Tax.
 Printed format to furnish the break up details of landed price
 The tenderer is strictly prohibited to change /alter
specification or unit size in the printed format
 The rate per unit(landed price)will be the criteria for
determining the L1 rate
 The manufacturing capacity for each item for effecting
supplies to the warehouses within 60 days shall be given in
the printed format

TENDER CONDITIONS
 The tablet and capsule shall have the logogram in
addition to the logogram on the strips/outer labels
 The cap of the bottle shall not have the name of the
manufacturer
 Samples of supplies in each batch will be chosen for
testing
 The supply should be commenced within 30 days and
completed within 60 days
 Liquidated damages will be levied for delayed supply
 (0.5% per day subject to a maximum of 15%)
 If the product fails in quality test , the entire batch will
be returned to the supplier.

 one prior to placing every purchase order and also at
the end of the year.
 If 3 samples of any drug failed during tender period
either at the time of initial receipt or during the shelf life
of drug - Black listing the product and its supplier for the
particular product – 5 years
 In case of supplier failed to perform the contract in
supply, blacklisting the supplier for one year
 If the supplier supplied more than one item and 50% of
such items during relevant tender period, fails, then the
suppler is blacklisted for five years

 27 drug warehouses in various Districts of the State.
 All Drug Warehouses are owned by the corporation.
 The Drugs and Medicines procured from the
manufacturers / importers are stored in Drug
Warehouses
 The required drugs and medicines are distributed to the
Government Hospitals and Institutions by following a
system called “Pass Book System”, wherein the value of
Drugs & Medicines supplied is recorded and ensured that
the Drugs & Medicines are supplied to the extent of the
budget allocated to them by their authority concerned

Procedure for storage and Preservation
of Drugs in Warehouses
 After verification of receipts and collection of samples,
the drugs are stored in their specified place drug code
wise.
 Enter receipt quantity in the respective Bin card
 Ensure disinfectants, antiseptics and external
applications as per list of essential drugs are kept
separately and not mingled with drugs & surgical items
 Store drugs which need cold storage (2°c to 8°c) in
Cold room, walk in cooler, Ice lined refrigerators or
refrigerators as per the facility provided in the individual
Warehouses.

Procedure for storage and preservation
of drugs in warehouses
 Drugs with later expiry dates are to be stored in the
back and those with earlier expiry at front for easier
access.
 Ensure vials, ampules and bottles are handled carefully
during unloading, storing, loading to avoid breakages /
damages.
 Ensure warehouse is cleaned daily.
 Ensure refrigerators are defrosted twice every week to
avoid frost formation.

Maintenance of Facilities and
Equipments in Warehouses
Refrigerators, Walk in Coolers / Cold Room,
Hydraulic hand trolley, Fork lifting stackers,
Generators, etc.
The maintenance of all facilities and equipments in
the warehouses are carried out through Annual
Maintenance Contract with authorized agencies or
with local agencies. Ensure the maintenance is
carried out as scheduled and inform Head office in
case of any deviation.
Ensure the facility / equipment is working as per
requirements after the repair. Receive service
report from the agency after the repair, file the copy
and send one copy to Head office.

Duties of Warehouse in-charge
 Implementing Quality Assurance System in all warehouse activities.
 Receiving storing and Issuing drugs, sutures and surgical items as
per documented procedure.
 Sending samples of drugs to Quality Control Department within 3
days of receipt of consignment.
 Ensuring cleanliness at Warehouse.
 Ensuring proper maintenance of infrastructure and equipment at
Warehouse.
 Implementing action specified for disposal of non-confirming drugs.
 Ensuring stock of drugs at Warehouses does not reach nil level.
 Identifying drugs due for expiry six months before and
implementing action specified for their use.
 Ensuring entry of data in computer by Data Entry Operators and
sending required reports to head office.

Quality Assurance
TNMSC follows strict Quality Standards in the supply of
Drugs and Medicines being issued to common Public
through various Government Hospitals.
 Every Batch of Drugs and Medicines supplied is kept
under Quarantine is tested at initial supply stage through
Empanelled Laboratories.
 Random samples are drawn from every Warehouse
where the Batch has been supplied. Batch wise Drug
Sample De-coding is done through strict confidential
system.
 De-coded samples are sent for quality checking
randomly to any of the Empanelled Laboratories which
are located throughout the Country.

 Reports for tablets and capsules are to be received with
in 8 days
 Reports for injections are to be received with in 21 days
of sending sample
 In case of failure of sample- the laboratory will
communicate immediately through phone or fax or e-
mail

Quality Assurance
 On receipt of “Quality Passed” certificate from the
Empanelled Laboratories that batch is “Released” for
distribution of Drugs to Government Hospitals.
 During the shelf life of Drugs, random samples are
periodically drawn from Warehouse and quality is
checked to ensure that Drug is of Standard Quality up till
date of expiry.
 Randomly picked control samples are sent to
Government Laboratories as well as to Empanelled
Laboratories for analysis to compare the accuracy and
correctness of testing quality of the Empanelled
Laboratories

Quality Assurance
 If any drug batch subsequently fails in quality on testing
in the Empanelled Laboratories ,the remaining stock in
Warehouse are frozen, the unused Hospital Stock of the
Drug of failed batch is recalled to Warehouse and
returned to the supplier.
 If 3 samples of any drug failed during tender period
either at the time of initial receipt or during the shelf life
of drug - Black listing the product and its supplier for the
particular product – 5 years
 Information of failed batches and black listed companies
put up on the Net.

Deduction For Quality Failure
• If the product fails in quality test, the product will not
be accepted and returned to the supplier.
• Even if the field samples taken by the Drug Inspector
fails in quality test the cost of the quantity remaining
unutilized will be recovered from the supplier apart from
the levying of other penalties / punishments including
blacklisting.
• If there is any complaint from the Medical Officer about
the quality of the product the remaining quantity in the
particular batch will be returned to the supplier and
value equal to the quantity returned will be recovered.

Procedure for Procurement of
Equipments
 Notice inviting tender will be published in Newspapers and state
tender bulletin through DIPR as per the prevailing Govt. Orders
 The copy of the notice inviting tender will also be displayed in the
Notice Board of TNMSC.
 The technical bids will be opened on the due date in the presence of
the bidders by a Committee.
 The technical bids will be evaluated by experts drawn from the
medical institutions and based on the technical evaluation the
bidders will be short listed for price bid opening.
 The price bids will be opened on a fixed date in the presence of the
bidders by a Committee.
 Negotiation will be held after price bid opening, only with the lowest
bidder by the Managing Director.
 Approval of L1 by the Board .
