51. Procedure for storage and Preservation
of Drugs in Warehouses
ī§ After verification of receipts and collection of samples,
the drugs are stored in their specified place drug code
wise.
ī§ Enter receipt quantity in the respective Bin card
ī§ Ensure disinfectants, antiseptics and external
applications as per list of essential drugs are kept
separately and not mingled with drugs & surgical items
ī§ Store drugs which need cold storage (2°c to 8°c) in
Cold room, walk in cooler, Ice lined refrigerators or
refrigerators as per the facility provided in the individual
Warehouses.

52. Procedure for storage and preservation
of drugs in warehouses
ī Drugs with later expiry dates are to be stored in the
back and those with earlier expiry at front for easier
access.
ī Ensure vials, ampules and bottles are handled carefully
during unloading, storing, loading to avoid breakages /
damages.
ī Ensure warehouse is cleaned daily.
ī Ensure refrigerators are defrosted twice every week to
avoid frost formation.

55. Maintenance of Facilities and
Equipments in Warehouses
īļRefrigerators, Walk in Coolers / Cold Room,
Hydraulic hand trolley, Fork lifting stackers,
Generators, etc.
īļThe maintenance of all facilities and equipments in
the warehouses are carried out through Annual
Maintenance Contract with authorized agencies or
with local agencies. Ensure the maintenance is
carried out as scheduled and inform Head office in
case of any deviation.
īļEnsure the facility / equipment is working as per
requirements after the repair. Receive service
report from the agency after the repair, file the copy

TNMSC follows strict Quality Standards in the supply of
Drugs and Medicines being issued to common Public
through various Government Hospitals.
ī Every Batch of Drugs and Medicines supplied is kept
under Quarantine is tested at initial supply stage through
Empanelled Laboratories.
ī Random samples are drawn from every Warehouse
where the Batch has been supplied. Batch wise Drug
Sample De-coding is done through strict confidential
system.
ī De-coded samples are sent for quality checking
randomly to any of the Empanelled Laboratories which
are located throughout the Country.

īļ On receipt of âQuality Passedâ certificate from the
Empanelled Laboratories that batch is âReleasedâ for
distribution of Drugs to Government Hospitals.
īļ During the shelf life of Drugs, random samples are
periodically drawn from Warehouse and quality is
checked to ensure that Drug is of Standard Quality up till
date of expiry.
īļ Randomly picked control samples are sent to
Government Laboratories as well as to Empanelled
Laboratories for analysis to compare the accuracy and
correctness of testing quality of the Empanelled
Laboratories

īą If any drug batch subsequently fails in quality on testing
in the Empanelled Laboratories ,the remaining stock in
Warehouse are frozen, the unused Hospital Stock of the
Drug of failed batch is recalled to Warehouse and
returned to the supplier.
īą If 3 samples of any drug failed during tender period
either at the time of initial receipt or during the shelf life
of drug - Black listing the product and its supplier for the
particular product â 5 years
īą Information of failed batches and black listed companies
put up on the Net.

64. Deduction For Quality Failure
âĸ If the product fails in quality test, the product will not
be accepted and returned to the supplier.
âĸ Even if the field samples taken by the Drug Inspector
fails in quality test the cost of the quantity remaining
unutilized will be recovered from the supplier apart from
the levying of other penalties / punishments including
blacklisting.
âĸ If there is any complaint from the Medical Officer about
the quality of the product the remaining quantity in the
particular batch will be returned to the supplier and
value equal to the quantity returned will be recovered.

66. Procedure for Procurement of
Equipments
īŧ Notice inviting tender will be published in Newspapers and state
tender bulletin through DIPR as per the prevailing Govt. Orders
īŧ The copy of the notice inviting tender will also be displayed in the
Notice Board of TNMSC.
īŧ The technical bids will be opened on the due date in the presence of
the bidders by a Committee.
īŧ The technical bids will be evaluated by experts drawn from the
medical institutions and based on the technical evaluation the
bidders will be short listed for price bid opening.
īŧ The price bids will be opened on a fixed date in the presence of the
bidders by a Committee.
īŧ Negotiation will be held after price bid opening, only with the lowest
bidder by the Managing Director.
