Wabam Report. Arson.pdf
1. Elias Elwai Williams
It was on Wednesday the
07th of March 2018 at 10am
and all bread winners have
left Wabam for various in-
come earning opportunities in
Town, 4 mile and elsewhere
since Morning. The attackers
knew very well that the timing
was perfect as a 2 hour oper-
ation would do well in their
favor.
It was a surprise for women
and children including five (5)
men who were doing wood-
work next to Wabam river.
Six (6) Gunmen advanced and
50 plus others armed covered
with masks with bush knives
and spears all started chop-
ping crops, buai, firing all
houses .
A first gun shot was fired at
the ward nine recorder, Mr
George Mau. All women and
children at that time fled in
fear to all directions leaving
everything behind. Twenty
(20) houses were entered
into and searched for valua-
bles . Destroying of proper-
ties , and set fire on these
houses . Three (3) houses
were completely burnt down
to ashes. These houses be-
long to Mr Tanget Kakalye of
Wabag and Mr. Philip Yangboi
of East Sepik .
Margret William‘s house was
burnt only 40% and saved by
bystanders , however most
valuable properties were ran-
sacked and destroyed . Few
other houses were also res-
cued and was only burnt be-
tween 5% - 20% but were
entered into and properties
also destroyed , stolen and
vegetation , Buai and Pigs
hewed and slaughtered. The
twenty (20) Houses affected
have reported substantial
personal properties lost in the
mugging undertaken by the
Mirkuk villagers.

WABAM REPORT –ARSON
WABAM –YAWAT BACKGROUND IN BREIF
Wabam is situated between
ward 9 of MULLG and Ward 2
of Ambenob LLG . Wabam is
the name of the River that
runs through Sisiak 2 and 3
onward to Wagol . The land
mass on that side of the river
is known as Yawat .The land
is owned by the Sisiak Gagali
Land owners and is a custom-
ary land. Genuine settlers are
sold pieces of land at reason-
able rates with agreements
to settle and are permanent
residents having their names
on common rolls under Ward
2 Ambenob LLG and ward 9
MULLG. Principal Land Own-
wer, Mr. William Maeng is the
land lord of the Wabam—
Yawat Area.
95% of dwellers are engaged
in the informal sector . There
are 50 plus households with
an average population base
of 750 people residing within.

up of three polling locations.
Furan , Beon and Painim .
The Furan location caters for
Sisiak Ples, Yawat-Wabam,
Mengku, Yepne Watabal, Eg-

surrounding communities is
under Beon While Pain-

importance requiring

are discussed at a more
neutral location which
is Furan Maus Road.
The Lawlessness along
beon, armed hold up,
rape, the death of
Mirkuk Youth , the Wa-
ter supply disturbance ,
Arson related cases to
Wabam –Yawat and
Mengku are all matters
within the ward2 area of Am-
benob LLG. Community lead-
ers ,ward members, WDCs ,
police and authorities will
have to deal with these issues
which has been unsolved for
some time hence a proactive
approach is required to arrive
at a mutual understanding.
After all, it is the same ward 2
area.
Youths within these areas
(Wards 9,10 MULLG and
Ward 2 ALLG) have estab-
lished network and have co-
operated in causing lawless-
ness against innocent citi-
zens which have eventually
affected innocent people with-

An improved community
policing program shall
now be in placed for the
benefit of everyone .

3. Wabam Report –Arson
The Incineration at Mr Umsa
Bande‘s place occurred at
around 1.30pm on Wednes-
day as a direct retaliation on
damages done to Wabam.
The Community suspected
that Umsa‘s sons; Ekly,
Bibin , Michael and Glancy
were part of the team of de-
stroyers at Wabam.
However, the community of
Wabam realized that the ac-
tion was only a suspect and
have resolved to compensate
for the damages done to
Umsa Bande.
Hon.Member Brian Kramer
visited Umsa‘s place after
visiting Wabam the same day
on Friday the 09th of March
2018. The authorities need to
understand that Umsa‘s
sons , Johnson Dadau‘s
sons, Patuk‘s sons and Jeffrey
Boroi‘s sons may have links to
the lawlessness along Beon
road. The youths knew that
these unlicensed guns be-
longs to these people and
Police need to conduct a
search on this matter.

4. Chairman of the MED WAGHI
Association, Mr. Henry Itop
led a delegate recently to the
Provincial Administrator‘s
office to discuss a way for-
ward for an MOU. The MED
tribe is located between Pain-
im and Madang Town. The
Lawlessness along beon,
Robbery, rape, tKilling , the
Water supply disturb-
ance , Arson related
cases to Wabam –
Yawat and Mengku are
all matters within the
ward2 area of Ambenob
LLG. Community lead-
ers ,ward members,
WDCs , police and au-
thorities will have to
deal with these issues
which has been un-
solved for some time
hence a proactive ap-
proach is required to
arrive at a mutual un-
derstanding.
The MED Tribe wish is
to establish an understanding
(MOU) with the Madang Pro-
vincial Government.
Issues affecting the ward 02
Ambenob people were report-
ed to authorities including the
Madang Provincial Govern-
ment in 2013, 2017 and
2018 by the MED Waghi Asso-
ciation and no proactive ac-
tion was taken by the Provin-
cial Government which have
led to temporary closure of
water amid the recent hold up
and killing of a Mirkuk villag-
er. It is therefore it is im-
portant that and MOU with
MPG and MED - Waghi must
be in place. Stake holders
discussions and consultations
are important at this point of
time for respective inputs.
