The Vietnamese Ministry of Health has announced the official Facebook page of Minister Nguyen
Thi Kim Tien, who uses it as a channel to provide information and receive questions regarding
healthcare from the public

Minister Tien’s official Facebook page is accessible at https://www.facebook.com/botruongboyte.vn,
the ministry’s office said, adding that she also has a fan page.
The Facebook page and fan page were set up in late 2014 and the former has been providing
updated official information on the health sector, said Ha Anh Duc, deputy chief of the ministry’s
secretariat.The official announcement of the minister’s Facebook address followed the fact that there
are many pages claiming to be the minister's Facebook page, but they are fake, Duc said.
Regarding the question of whether Minister Tien’s Facebook page will be handled by herself or her
subordinates, the ministry’s office told Tuoi Tre (Youth) newspaper that it will depend on her time.
However, the minister still regularly views the page and makes replies to queries posted by members of
public, the office said.The ministry considers the minister’s Facebook page a channel to receive
information from the public and other agencies, the office said.
As far as Tuoi Tre knows, Minister Tien is the first member of the current government to run an
official Facebook page.
At a meeting of the government held on January 15, Prime Minister Nguyen Tan Dung urged
authorities to provide the public with official and accurate information on social media as it is
impossible to ban people from uploading information to social networking sites. PM Dung emphasized
that the Government Office should put forth more effort to better its information and communication
activities.
“It is unacceptable for us to manage and operate the country’s affairs but fail to keep the public
informed of the government’s policies,” the premier said.
The government should post correct and timely information on national policies on social media to
make it known to the public and keep them from being influenced by wrong information, he added.
“It is impossible for us to ban or prevent people from posting information on the Internet. The most
important thing is that we should provide official, accurate and timely information on social media,

Vang Van Pao in Muong Khuong District, Lao Cai Province, broke his back after falling from a
tree while gathering firewood.
Tien posted his case on her Facebook page. Pao needs urgent surgery to save his life, said Nguyen
Manh Hung, a doctor at Vietnam-Germany Hospital in Hanoi.
"Pao has received lots of donations from organizations and individuals for his treatment," Doctor
Hung added.

RoK province seeks medical engagement with Binh Duong

The Republic of Korea (RoK) province of Deagu is working to expand its medical collaboration
with the southern Vietnamese province of Binh Duong, said Kim Yon-Chang, Deputy Mayor of Deagu
during a meeting with Vice Chairman of the Binh Duong People’s Committee Tran Thanh Liem on
March 31.
Kim Yon-Chang pledged to promote investment in Vietnam among the Korean business
community.
Liem said Binh Duong welcomed Korean enterprises to engage in the local economy and spoke
highly of the healthcare services available to residents as provided by a medical delegation from Deagu.
From March 30 to April 1, My Phuoc General Hospital and the Deagu delegation of 52 medical
personnel and 30 volunteers have offered free medical checkups and medicines for an estimated 2,500
disadvantaged people.
With a recent annual growth of 14.5 percent, Binh Duong is among the top four localities with
highest amount of foreign capital in Vietnam, and a total of 9 billion USD from the Republic of Korea
makes it the third largest foreign investor in the southern province.

Lymphoma cancers increasing in Vietnam

Malignant lymphoma, a type of cancer, is occurring with alarming frequency in Vietnam and the
numbers are rising every year, says Nguyen Anh Tri, Director of the National Institute of Hematology
and Central Blood Transfusion.
About 2,700 new cases of lymphoma in people of all ages are detected in Vietnam each year, but
it occurs most commonly in middle age.
Over the last 10 years, Vietnam has made significant progress in diagnosing and treating cancers,
malignant lymphoma in particular, but it was strapped by a shortage of qualified oncologists across the
country, Tri said at a recent ceremony to launch a project in Hanoi.
The project seeks to strengthen diagnosis and treatment of the disease in Vietnam. It is a
cooperative venture between leading prestigious lymphoma treatment centers in Vietnam including the
National Institute of Hematology, Central Blood Transfusion Institute, HCM City Oncology Hospital,
and Cho Ray Hospital.
The 413,000 USD project is being funded by the Hoffmann-La Roche representative office in
Vietnam.
The strong links between the leading medical units in hematology will form a professional
foundation for training in lymphoma diagnosis and treatment, and promote the exchange of skills and
experience between the key centers and lower-level hospitals. The project expects to achieve a high
standard of understanding and a full integration of international standards in lymphoma management.

The three-year project will provide intensive training courses at international centers for
Vietnamese professionals, including oncologists specializing in doctors in lymphoma.
In 2015 and 2016, the project will organize training courses at high-level hospitals at home and
abroad, establish more laboratories, and promote international co-operation in research.
Experts said at the launching ceremony that Vietnam needs more highly qualified doctors in all
provinces and cities to meet the increasing demand for lymphoma treatment.
Lymphoma is a form of cancer that affects the immune system. Specifically, it is a cancer of
immune cells called lymphocytes, a type of white blood cell. There are two broad types of lymphoma
and many subtypes.
The two main types of lymphoma are Hodgkin and non-Hodgkin lymphoma. Both children and
adults can get Hodgkin lymphoma. The risk may be higher in early or late adulthood and the disease

Southern centre for HIV treatment technology transfer opens

The HIV & Addiction Treatment Technology Transfer Centre in the south, the second in Vietnam,
has become operational in Ho Chi Minh City.
The centre is a joint effort between the Ho Chi Minh City University of Medicine and Pharmacy,
the Hanoi Medical University and the University of California with support from the US President’s
Emergency Plan for AIDS Relief (PEPFAR) through the Substance Abuse and Mental Health Services
Administration (SAMHSA) under the US Department of Health and Human Services.

It will conduct research studies on treatment for addictive substances such as morphine, heroine,
methamphetamines, alcohol and ecstasy, and at the same time, cooperate with domestic and foreign
specialists to open training courses on addiction treatment as well as provide treatment at rehabilitation
centers.
Do Van Dung, Vice Rector of the Ho Chi Minh City University of Medicine and Pharmacy, said
that the centre’s research will be helpful to the development of medical science on addictive substances,
as well as the improvement of Vietnamese medical staff’s capacity.
The centre also represents the Government’s policies in promoting treatment for drug addicts and
reducing HIV infections.
Nguyen Thi Van from the Ministry of Labour, Invalids and Social Affairs’ Department for Social
Vices Prevention said the centre will provide drug users with access to new treatment technology.

Australia gives child healthcare equipment to Khanh Hoa Hospital

equipment to the Khanh Hoa General Hospital on April 2 in the central coastal province of Khanh Hoa.

Australian Government and the Vina Capital Fund.

Vietnam successfully transplants non-relative umbilical cord blood

The first non-relative umbilical cord blood transplant was successfully conducted in Vietnam,
announced the National Institute of Hematology and Blood Transfusion (NIHBT) under the Ministry of
Health on April 2.
The transplant took place on December 30, 2014 for Hoang Thi Thuy Linh, a 28-year-old from
central Quang Binh province suffering from acute leukemia. After three months of transplantation, she
has recovered and the umbilical cord blood cells are growing stably.
The transplant cost nearly 1 billion VND (46,500 USD), 50 percent of which was paid for by
insurance. The NIHBT provided free umbilical cord blood stem cells worth 300 million VND (13,950
USD).
NIHBT Deputy Director PhD Bach Quoc Khanh said that transplant will help lengthen Linh’s
life, highlighting that this measure offers hope to patients with blood disorders.
Vietnam’s first cord blood stem cell bank was opened by the NIHBT in May 2014 to gather and
store donations of umbilical cords for the purpose of treating blood disorders for people in need.

Can Tho: Free surgeries for children with foot defects

Forty-four children with foot deformities have successfully been treated as a result of a joint
effort between the Mekong Delta city of Can Tho’s General Hospital and the International Extremity
Project (IEP), a non-profit medical organization.
IEP medical personnel from the US and Israel together with the General Hospital carried out 10
days of free examinations, surgeries and treatment for children under the age of six from all over the
country. The young patients are all in stable health condition.
In 2013, the foreign medical organization offered checkups for 90 people and operations for 38
others.
The IEP provides support for humanitarian projects and supplies medical assistance to Vietnam
through its missions in Can Tho. Their work aims to correct physical lower-extremity deformities and

Museum of traditional medicine opens to tourists

About 3,000 valuable objects of Vietnamese traditional medicine are on display at a unique
museum in Ho Chi Minh City. The museum, called the Vietnam Museum of Traditional Medicine or
FITO Museum, is run by the Fito Pharma Medicine Ltd Company.
The exhibition area covers 600sqm in 24 rooms on five storeys. The upper storey has a room for
the worship of two forefathers of Vietnamese medicine, Tue Tinh (1330-?) and Le Huu Trac (1720-
1791). A model of an ancient medicine house has been displayed at the museum, along with recipes,
tools for making herbal medicines, herbal containers and some 2,500-year-old objects.

The museum also has a collection of wood carvings of 100 physicians who lived between the
12th and the 20th centuries. There is a collection of old books on traditional medicine in Han and Nom
(Vietnamese ideographic characters transcribed from Chinese characters), written by various noted
physicians.
Besides being able to see how traditional medicine is made by curators, tourists can act as
herbalists to feel the pulse of ‘patients', who are also visitors.

Vietnam's number of breastfed children still low: UNICEF

UNICEF aims to assure 50 percent of children around the world are breastfed exclusively in
their first six months, but Vietnam has only reached 17 percent, an Asia-Pacific UNICEF
representative said at a recent conference on nutrition in Hanoi.
The percentage in Vietnam is much lower than Laos and Cambodia, with 40 percent and 65
percent, respectively. Thailand comes in at 12 percent.
The first 1,000 days are the "golden" period for providing critical nutrition to foster height and
intelligence in infants, the UNICEF representative said.
Effective methods include nutrition supplements during pregnancy, breastfeeding exclusively in
the six months, continuing breastfeeding and making sure infants get enough nutrition in the following

Cancer patient first child to get main vein replacement

Doctors from the Vietnam National Hospital of Pediatrics and the Vietnam National Heart
Institute successfully replaced an inferior vena cava, the main vein in the stomach, and removed a
tumor on a child who suffers from renal cancer.
He was the first child in Vietnam to receive the treatment. Hoang Van Truong, 5, from the central
province of Nghe An, was diagnosed with renal cancer in August 2012. Doctors had removed the
tumor, but a year later he got stomach-ache and was transported to the Vietnam National Hospital of
Pediatrics. They found that the tumor had metastasized to the inferior vena cava.
After Truong received chemotherapy to shrink the tumor, doctors removed it and replaced the

Hua Ngoc Thuan, Vice Chairman of the municipal People’s Committee said that the facility will
help ease the burden on other oncology hospitals in the south.
The construction is scheduled to start in the second quarter of this year and the facility is
expected to become operational in 2017.
Ho Chi Minh City’s first Oncology Hospital was founded in 1985, serving as the main centre for

Patient satisfaction has become increasingly important in today's competitive healthcare
environment, Dr Ho Manh Tuong, General Secretary of the Ho Chi Minh City Society for Reproductive
Medicine, told a recent workshop in HCM City.
"Vietnam's healthcare system is in the midst of dramatic transformation," Tuong said at the
workshop, organized by the Private Healthcare Management Club. While competition between medical
institutions is increasing, little had been done to identify the most important characteristics of
healthcare services to improve patient satisfaction, he said.
He noted that healthcare quality included both technical quality, which reflects the accuracy of
medical diagnoses and procedures, and functional quality, which is how patients perceive the services
delivered.
"In other words, since patients are often unable to accurately assess the technical quality of
healthcare service, patients have a tendency to infer technical quality based on functional aspects," he
said. "Patients' quality perceptions are usually determined by functional quality."
Dr Nguyen Minh Man, Deputy Manager of the city's University Medical Centre's general
planning department, said patient satisfaction depended on several factors: doctors and nurses'
competence, results of examination and treatment, hospital care for patients, waiting time, patients'
trust in hospitals, hospital facilities and medical fees.
Dr Le Huu Phuc, who is studying for a master's degree in Healthcare Management in South
Australia's Flinders University, cited research that showed US hospitals with high patient satisfaction
provided more efficient care and were associated with higher surgical quality.
To achieve the highest patient satisfaction index, Phuc said hospitals should provide good salaries,
have a safe working environment and proper policies. If not, low-quality healthcare services would be
provided, causing patient dissatisfaction.
The Ministry of Health has told health departments in provinces and cities to improve patient
satisfaction at their hospitals.
Vuong Anh Tai, Deputy Head of the city Department of Health's medical profession division, said
that his department had started to pay more attention to patient satisfaction.
The city Department of Health is, in partnership with global healthcare company US's Merck
Sharp&Dohme and market research company Nielsen Vietnam, conducting a survey on people's

satisfaction with the city's healthcare. Based on the survey, the city will take steps to improve
shortcomings.
"Satisfaction of patients and their relatives are important in the development of both public and
private hospitals," he said.
Besides professional skills of doctors, he said the hospitals should also conduct their own
surveys on patient satisfaction periodically.
Last year, 53 percent of complaints via hotlines of hospitals in the city reflected patient
dissatisfaction about behavior and working attitudes of health staff, including doctors and nurses.
Man said doctors and nurses at his hospital were given training in communications skills. A
special unit monitors the staff while they work and patients provide feedback so that staff can improve
in a timely fashion. He said these skills should be incorporated into a training program at medical

The World Hemophilia Day 2015 was marked in Hanoi on April 11 following a meeting
organized by the Vietnam Hemophilia Association (VHA) in collaboration with the National Institute of
Hematology and Blood Transfusion.
The World Hemophilia Day 2015 was organized to raise awareness about bleeding disorder and
the need to build a family of support for those living with it.

According to Nguyen Anh Tri, VHA Chairman, people living with hemophilia can have a stable
life and make contributions to society if they are diagnosed and treated early along with the help from
the community.
Vietnam currently have around 6,000 hemophilia patients and only 40 percent of them are
discovered and treated on a regular basis, Tri said.

NA discusses permits for hospitals, healthcare staff

All of the country's private hospitals and staff have received operating and working licenses,
compared to 73-95 percent of staff at public hospitals, a representative of the Ministry of Health said
April 13 at the 10th plenary session of the National Assembly's Social Affairs Committee held in Ho
Chi Minh City.
"There are more than 257,000 people who need to have working licenses in the medical sector
nationwide, along with 1,200 public hospitals, 169 private hospitals, 30,000 individual clinics, 232
antenatal clinics and 11,800 medical stations," Deputy Minister Nguyen Thi Xuyen said.
In 2012, the Health Ministry set up a database system to manage the granting of working and
operating licenses. Since then, the system has updated profiles of 200,000 people working in the sector.
"In the future, the Ministry will grant working licenses through the internet to create the most
favorable conditions for people to work in the field," Minister Nguyen Thi Kim Tien said.
At the session, National Assembly delegates discussed the State's management of granting
licenses and the need to find qualified human resources, particularly people who will work in rural and
remote areas.
They also discussed the granting of licenses for medical stations in various industries, Eastern
medicine clinics, and clinics working with military and civil units.
"The most difficult aspect about granting working licenses in the healthcare sector is the
limitation of human resources at provincial health departments," Minister Tien added. She explained

that a new sub-department for management will be created. "A legal framework for granting licenses is
nearly completed," she said.
Truong Thi Mai, chairwoman of the committee, suggested that the Ministries of Health and
Defence should work together and issue temporary solutions to complete the granting of operation and

Blood donation and humanitarian medical examination and treatment campaigns in 2014
brought about significant results and benefitted a substantial number of people heard a conference
reviewing the drives in Hanoi on April 14.
A report at the event revealed that more than 1 million blood units were donated in 2014,
equivalent to only 1.17 percent of the population giving blood but meeting 58 percent of the demand.
Over 96 percent of the units were donated outside of emergency scenarios.
Communication activities and donation events were stepped up such as the Red Spring Festival
after the Lunar New Year holiday and the Red Journey in summer, helping minimize the blood
shortages frequently experienced during these time periods.

Meanwhile, nearly 2,600 check-ups were made during the medical examination and treatment
campaign which took place from September 1, 2014 to February 15 this year.
More than 1.15 million low-income people in rural areas received free medications and 90,000
others received health advice. About 272,000 gifts were presented to the underprivileged during this
time, the report said.
Vice State President Nguyen Thi Doan spoke highly of the campaigns’ effectiveness and asked
relevant agencies and organizations to continue promoting these activities. She also called upon people
from all demographics to actively engage in blood donation and contribute to humanitarian activities

Vietnamese and British scientists discussed joint research on infectious diseases when meeting at
a workshop on cooperation between Vietnam and the UK on the diseases held in Hanoi on April 14.

High risk of dengue fever outbreak

There is a high risk of an outbreak of the mosquito-borne dengue fever in 2015 because of strong
increases in infection cases and abnormal weather patterns in the early months of 2015.
The Ministry of Health’s General Department of Preventive Medicine made the statement at a
conference on the dengue fever situation in 2015 held in HCM City on April 14.
The Pasteur Institute in HCM City said the number of dengue fever cases recorded in the City in
late 2014 and the early months of 2015 was above the incidence rate in the same period a year ago.
Beside a constantly high rate of dengue virus in the city, the weather has featured some abnormal
patterns. In order to prevent an outbreak, the ministry asked localities to take drastic measures to
control the causes of the disease and quarantine infections at industrial parks, schools and residential
areas.
Nguyen Thanh Long, Deputy Minister of Health, called on localities to train grassroots health
personnel on the diagnosis and treatment of the disease.
Luong Ngoc Khue, Director of the General Department of Preventive Medicine, said the
department will work with provincial hospitals to maintain the ‘hot line against the disease at
grassroots health centers. The department will maintain treatment readiness in central, provincial and
district hospitals to prepare for complicated cases, Khue said. According to the department, dengue
fever occurs mainly in southern and central provinces with 8,320 cases recorded in the first three
