Dear Richard and Board,
Upon approval, Carmen will lead the Uncommon Individual Foundation into a formal
partnership with the Booker T. Washington Center and Mercyhurst University at Booker
T. Washington to address the literacy of students in their community programs with the
goal of scaling throughout the City of Erie and the Greater Philadelphia area. It is our
intent to enroll students in afterschool and summer programs to supplement the character
building traits presented by the Troopers Teaching Students program. In addition, reading
core standards will be incorporated into our mentoring program as we strive to build
character initiatives, and create relevant and palatable tools that raise academic
achievements. Initially pencil, paper and computer based learning materials will be
utilized to obtain goals.
In closing, together we have a perfect chance to make a huge impact on the next
generation as we develop community leaders in lieu of violent/ career criminals lacking
literacy and character traits needed to be productive individuals in the 21st
Century. This
project is valid, timely and vital for most communities across urban and rural America.

Mercyhurst University.
5. DE State Police Committed to visit PA programs.
6. Gained support of Small Business Administration , Administrator Natalia Olson.
7. Creating working relationship with Connections Training Solutions.
8. Built an exceptional team and list of potential co- investors.
9. Created strong relationship with the 76ers organization.
10. Created a strong event to improve Law Enforcement Community Relations.
Basic Information
§ Q1 Character Be About it launched 12 Schools in NWPA by design the program
has the ability to indirectly impact 5,000- 6,000 in a positive and measurable way.
• 877 students will be participating directly in Trooper Teaching Student
Mentoring.
• All Troopers and Law Enforcement will use Uncommon Literacy- Sign In Sheet
totaling 877 Student.
• Nine 3rd
and 4th
classes will have their Sign In Sheet reviewed in both city and
county. However, we will launch the first pilot afterschool and summer literacy
mentoring in the City on site at the Booker T. Washington Center.
• Intend to work with Erie Together Literacy by 3rd
Grade Taskforce to customize
summer literacy program and curriculum.
Plans if funded- join the national dialogue on literacy attainment
• Plan to invite the parents and children of the targeted schools to participate in the
UIF/ Booker T. Washington Center Afterschool and Summer Literacy Program.
• Plan to develop a unique portfolio of learning materials that comprise both
Literacy and Character content throughout the 12-month calendar year beginning
April 2016. All materials will be mapped to the common core academic standards.
• Plan to build our strengths in paper based, digital, in person, online, urban and
rural settings.

who self elect to participate via Smart Phone, Tablet, and Computer.

Uncommon Literacy Content Strategy
Materials will be customized to meet the needs of students then added to OnTrack
system. All curricula will be aligned with the Foundation’s mission and either Common
Core Standards and/or Pennsylvania Academic Standards. The initial quadrant will focus
on the following reading components: Cursive Writing, Comprehension, Inference, Fact
or Opinion and Character Building Traits (gratitude, bravery, hope and optimism).
Uncommon Literacy will demonstrate three types of learning strategies- enrichment,
practice, remedial/review, and modifications.
The school year will be divided into four quadrants. Areas for student mastery:
