Com a proximidade da terceira conferência das Nações Unidas sobre Moradia e Desenvolvimento Urbano Sustentável - Habitat III (Quito, outubro 2016), entendemos ser importante a realização de um evento que congregue diferentes entidades da sociedade civil organizada brasileira para discussão e adoção de um posicionamento coletivo prévio à conferência. Isso se torna urgente diante do processo de consultas informais promovidas pelo Bureau da Conferência até o início do mês de junho, momento importante no qual a sociedade civil terá oportunidade de influenciar diretamente o documento base que será levado à Quito, em outubro.
Com isso em mente, convocamos todos a no próximo dia 30 de maio, no Auditório do Instituto Polis, discutirmos, com base no Rascunho Zero, as temáticas previstas para a Habitat III a fim de alinhar as intenções e fortalecer o posicionamento da sociedade civil brasileira na conferência das Nações Unidas. Para aqueles que não puderem comparecer, tentaremos disponibilizar uma forma de interação virtual (Hangout, Skype, etc.) para garantir, ao menos, a participação online.

I. Background:
The last several decades have seen significant changes in territorial, demographic, climatic, social, economic, technological and cultural dynamics, which have accelerated urbanization processes throughout the world. Insufficient policies and a shortfall of adequate housing interventions and development models have added to the arena high rates of exclusion, inequality, inequity and rights violations, as well as increases in the cost of land relative to income, precarious housing conditions and urban poverty. These changes, their related consequences and the various intents to address them are central to discussions surrounding development agendas.
For the first time in history, more than half of the world’s population resides in cities, and more than 90 percent of urban growth is occurring in developing countries.
Globally, approximately one billion people are living in slums. They lack access to basic services, suffer inadequate housing conditions and insecure tenure, and face issues related to environmental degradation, vulnerability and a host of social problems such as unemployment, violence and crime. Latin America and the Caribbean (LAC) is the developing world’s most urbanized region, with more than 75 percent of its housing in urban areas. We must work together to seek solutions that will help improve the housing conditions of more than 120 million Latin Americans.
The First Forum on Adequate Housing for Latin America and the Caribbean, “Shared solutions for inclusive cities," took place in Bogota, Colombia in 2012, with the objective of building partnerships and solutions to increase access to safe, adequate housing.
The Third United Nations Conference on Housing and Sustainable Urban Development, to take place in 2016, will lay out a “New Urban Agenda” focused on policies and strategies that will create more sustainable and equitable urban spaces. This New Urban Agenda will influence decisions and priorities over the next 20 years—both within the region and throughout the world. Accordingly, the Second Forum on Adequate Housing for Latin America and the Caribbean, “Housing for Life” (May 6-8th, 2015), will unite stakeholders from the various sectors (private, government, civil organizations and academia) that play a role in the region’s urban agenda to discuss ideas, experiences and proposals that turn innovative solutions and models into effective, multi-actor systems, and establish the pathways needed to institutionalize these systems and ensure the urban future we envision.
The document describes an amusement park that has many rides including Superman and Batman rides. It also has games, shops selling souvenirs and food, and a dolphin show. Visitors can get a map at the entrance to help navigate the park and there is an auditorium used for concerts and events. Though it lacks green spaces, the park provides entertainment for families and friends.
World Urbanization Prospects 2014 - UN Highlights, complete report in PDF for...Graciela Mariani
This document summarizes key findings from the United Nations 2014 report "World Urbanization Prospects". It finds that over half the world's population now lives in urban areas, with urbanization projected to increase to 66% by 2050. Asia and Africa will urbanize the fastest, together accounting for 90% of urban growth. The largest cities are in developing regions, and medium cities in Asia and Africa are growing most rapidly. Rapid urbanization poses challenges like inequality and environmental degradation if not properly managed through integrated policies.

The 6-module course aims to provide basic information on climate change science, international policy and legal frameworks, adaptation, mitigation, finance, and planning. Each module includes learning objectives, sections on key topics, and assessments. Completing all modules and passing the assessments earns a certificate. The course materials are designed for various groups including government and private sector employees, students, and interested citizens.

1. Resolution 25/L5 that approves the Guidelines and gives a mandate for their implementation and monitoring.
2. Press Release that you may wish to adapt and disseminate as appropriate.
3. Final Guidelines in the 6 UN languages (Arabic, Chinese, English, French, Spanish, Russian): currently being put in a proper lay-out for outreach and communication purposes.
4. Compendium of Inspiring Practices: sample of an on-going, larger and open initiative to document inspirational and international experiences on Urban and Territorial Planning that illustrates the Guidelines….
We will continue to explore…avenues to inform global and regional agendas as well as country operations. El 'engrisamiento' de las zonas 'verdes' : Gobernanza espacial y asentamientos irregulares en Xochimilco, Ciudad de México

Abstract
This article details the evolving social and spatial dynamics of a planning approach that
is now being used to regulate irregular or informal settlements in the conservation zone
of Xochimilco in the Federal District of Mexico City. As part of the elaboration of
‘normative’ planning policies and practices, this approach counts, maps and then
classifies irregular settlements into different categories with distinct land-use
regularization possibilities. These spatial calculations establish a continuum of ‘gray’
spaces, placing many settlements in a kind of planning limbo on so-called ‘green’
conservation land. The research suggests that these spatial calculations are now an
important part of enacting land-use planning and presenting a useful ‘technical’ veneer
through which the state negotiates competing claims to space. Based on a case study of an irregular settlement, the article examines how the state is implicated in the production and regulation of irregularity as part of a larger strategy of spatial governance. The research explores how planning ‘knowledges’and ‘techniques’help to create fragmented but ‘governable’ spaces that force communities to compete for land-use regularization.
The analysis raises questions about the conception of informality as something that,
among other things, simply takes place outside of the formal planning system.
The Human Rights to Water and Sanitation in Courts Worldwide: A Selection of ...Graciela Mariani

A key aim of this publication is to share information about the legal enforcement of the human rights to water and sanitation. As such, it is a useful tool for judges, lawyers and those advocating for these rights, and should prove essential for crafting legal complaints that better ensure accountability for violations of the rights to water and sanitation and achieving effective remedies for those suffering such violations.
The cases examined in this publication provide real-world examples that demonstrate how the human rights to water and sanitation can be legally enforced before judicial and quasi-judicial bodies. They cover examples of legal enforcement of the range of human-rights obligations, including the obligations to respect, to protect and to fulfill the rights to water and sanitation and to do so without discrimination. Cases involve direct application of rights to water and sanitation at the national level; the use of internationally recognized norms to inform rights at the national level; how to use the principle of indivisibility and interrelatedness of rights to enforce implicit rights to water and sanitation; and how regional and international mechanisms have enforced such rights when domestic remedies are not available or are insufficient.
Furthermore, cases illustrate not only how individuals and groups can use the law and legal enforcement mechanisms to successfully achieve accountability and remedies, but also how those representing larger classes of persons are challenging the impacts of laws, policies and practices on the rights to water and sanitation, and how they can achieve remedies at the more structural and systemic levels.
The publication was prepared jointly by WaterLex and WASH United.
