Toolkit on Monitoring, Evaluation and Learning for national
adaptation plan processes
• Aim: To support countries in the design and development of
national MEL systems for national adaptation plan processes, by
producing actionable guidance, drawing from both organizations’
technical expertise and the NAP GN’s country support
experience.
The Toolkit aims to pull comprehensive theory and actions that
are essential yet feasible for MEL of adaptation by country actors;
not reinventing the (MEL) wheel. Featuring several case studies.
• Audience: national government teams working on MEL for
adaptation; and supporting actors.
• The collaboration builds on previous ones, e.g.: Toolkit on
gender-responsiveness NAPs; engaging the private sector in
NAPs; and on the AC’s recent paper.
The NAP Global Network has been producing a Toolkit on MEL of national adaptation plan
processes, with the collaboration of the Adaptation Committee.
Toolkit on Monitoring, Evaluation and Learning for national
adaptation plan processes
• The Toolkit will be an “reference product” that can
be updated every 2-3 years based on feedback and new
developments in the field.
• Timelines:
• Kicked off in April 2023
• Engagement and consultations with 15 iNGOs and
CSO institutions, over 10 country partners and global
experts working on national MEL systems for
adaptation in June-November
• First draft: end September & reviews
• Peer reviews and revisions: October & November.
• Consultation at PCCB session at COP28
• Second draft: end January & reviews
• Peer reviews and revisions: February & March.
• Full launch May 2024.

Acknowledging critical realities of countries
• Countries start working on their MEL systems at different phases of the NAP
process… there is rarely nothing in place!
• We provide easy and navigable links between sections for the readers to read according to
their starting point(s)
• Countries have different levels of capacities and resources
• We provide a comprehensive pictures of what MEL systems can comprise of… countries
must contextualise to their priorities and capacities – not all compulsory!
• The Toolkit is structured into 19 sub-actions with guidance, additional resources and
guidance.
• More than 33 practical examples and country case studies are included to make the
theory closer to realities, and encourage peer learning
