Titan, CFPUA and dirty campaigning among
debate topics
WILMINGTON, NC (WECT) - The Cape Fear Public Utility Authority and the proposed Titan America cement plant for Castle Hayne are two topics that
divide the remaining candidates in the primary runo campaign for the last Republican nomination for a seat on the New Hanover County Board of
Commissioners.
Incumbent Commissioner Bill Caster and Brian Berger are both on the ballot for a June 22 runo election. The winning Republican will get the
second GOP nomination for a commissioner position. The candidates met Tuesday afternoon in Wilmington to debate the issues.
When it comes to similar interests, Caster and Berger agreed that they oppose an increase on property taxes and sales taxes, oppose a proposed
sale of the county's interest in Airlie Gardens and support the thought of being responsive to the public. Both also agree the county should not
issue more bonds to pay for projects.
The di erences are numerous.
Cape Fear Public Utility Authority - Berger says he has opposed the consolidation of the county and city water and sewer districts. Caster says
the merger has been good for the county.
Titan America - Berger is against giving tax incentives to companies like Titan America to attract them to the county. He suggests lower taxation as
an incentive for small business. Caster says tax incentives helped the area land big companies like GE and Corning. Berger opposes the plans by
Titan to build a plant here, while Caster says if the company meets all environmental requirements, it should be allowed to build.
Budget cuts - Berger says the commissioners should go line by line to nd savings in the budget. Caster says one thing that can help is to put
people in place on boards to manage each department's budget.

Caster agreed the commissioners dropped the ball by not having more oversight over the ABC board in New Hanover County. The board made
headlines last year after the salaries of its top employees become more widely known. Now, the board has new leadership and Caster says the
commission is more hands on. Berger says the fact the old ABC board didn't keep minutes should have been a red ag.
Berger also called Caster out on running a dirty campaign. Caster said he was just stating the facts. Caster also pointed out the fact that friends of
Berger, including radio talk show host Curtis Wright, talked negatively about him on air.
The winner of the runo will be one of four candidates for two seats on the commission this November.
