2. Introduction
Jeffrey Navon has worked for more than two decades building an
accomplished career as an international patent law attorney.
Concurrent to his role as group manager and patent attorney at
Thomson Licensing, LLC, Jeffrey Navon has maintained a membership
with the United States Patent and Trademark Office (USPTO).
Headquartered in Alexandria, Virginia, the USPTO exists to satisfy the
section of the Article I of the Constitution that requires the legislative
branch to support the “Progress of Science and useful Arts” by
guaranteeing temporary rights to the work of authors and inventors. In
alignment with this mission, USPTO assists Americans in the process of
patenting and trademarking their ideas both domestically and
internationally.

3. USPTO
In 2014, USPTO created the Office of International Patent Cooperation
(OIPC) as a means of fostering improvement within the global patent
system. To this end, the Office is making it more cost efficient for global
stakeholders to invest in patented ideas and helping to solidify
intellectual property rights. More importantly, the OIPC works with
American inventors that are looking to maintain the rights to their
patents on an international scale.
The OIPC operates several programs that assist it in its mission. One
such initiative entails involvement in the Patent Cooperation Treaty
(PCT), which features over 150 Contracting States from across the globe.
Participation in the Treaty allows the USPTO to file protections for
patents in multiple countries. The OIPC also operates a Global Dossier
of patent applications for international stakeholders.
