TCA Issues Statement on the Biden Administration’s American Jobs Plan

Robert Rogulic is the founder, president, and CEO of Tri-National Inc., a company that provides domestic and international trucking services between the US, Mexico, and Canada. Rogulic is also a member of the Truckload Carriers Association (TCA), a trade association that represents truckload carriers. The TCA issued a statement supporting President Biden's $2 trillion infrastructure plan to rebuild roads and bridges but expressed concerns that it did not address how to fund the Highway Trust Fund long-term and included language that could jeopardize the contractor business model used in the trucking industry.

Tri-National Inc.’s founder Robert Rogulic also serves
as the company’s president and CEO. In addition to
domestic truckload service, Tri-National also provides
door-to-door transportation service between the US
and Mexico and Canada. To augment his work, Robert
Rogulic belongs to the Truckload Carriers Association
(TCA).

TCA is a trade association that represents truckload
carriers. In early April TCA, through its president John
Lyboldt, issued a statement regarding the Biden
administration’s broad infrastructure plan, which is
also known as the American Jobs Plan.

The American Jobs Plan is a $2 trillion plan that will
rebuild and upgrade the nation’s infrastructure. The
plan includes rebuilding 20,000 miles of roads,
repairing 10 of the nation’s most economically
significant bridges, and eliminating the lead pipes
from the nation’s water supplies. The implementation
of the plan is expected to create millions of jobs and
increase the competitiveness of the American people.

In the statement issued by Lyboldt, TCA lauds the
President’s resolve to upgrade the nation’s
infrastructure. However, TCA did express concern that
the plan does not include the creation of a sustainable
mechanism for the Highway Trust Fund to remain
solvent.

Furthermore, TCA believes that the plan included
unnecessary language that put the contractor business
model in jeopardy. In TCA’s opinion, the contractor
business model has created an effective pathway for
the truckload carrier industry.

Despite TCA’s concerns regarding certain parts of the
plan, TCA remains committed to supporting the Biden
administration’s efforts to upgrade the nation’s roads
and bridges to the highest standards. Additionally,
TCA will fully support any initiative that will allow
professional truck drivers and independent contractors
to deliver the nation’s freight more efficiently.
