This letter is related also to the RAPAC recommendation letter dated February 9th, 1983 related to electronic fluorescent lighting ballast, which set the basis for Solid State Transformers (SST) of low power at the time, which are only now in 2016 starting to get traction.
The delay was due to scare high voltage/high amperage semiconductors for meaningful power transformers which are enabled today with the adequate relatively new optical gate-controlled semiconductors.

No response was received but recently March 2021, Saudi Arabia signed agreements along the lines of my suggestions. During summer/fall of 1989, I was able to convince investment bankers at Oppenheimer & Co that the future will be the laptop computer and Tadiran Batteries Div. has the technology for the military type of lithium batteries needed for SINGARS, and this technology can be converted also for commercial use to power laptop computers.
Tadiran refused to sell the division or adapt to commercial use in a business meeting with Tadiran Executive VP in New York who arrived specifically in New York, for this meeting at Oppenheimer Offices. Wonder what they would have decided if they would have the foresight.
